A sinistralidade rodoviária constitui ainda hoje um flagelo mundial que, pelo elevado
número de vítimas, justifica preocupações acrescidas nos Estados. Em contrapartida, a
realidade dos acidentes sem vítimas não tem colhido tamanha preocupação na sociedade. Do
presente estudo, baseado nos dados recolhidos pela PSP no período 2018-2022, resulta que
62,7% dos acidentes participados na cidade de Lisboa respeitam a acidentes dos quais
resultam somente danos materiais. Tal, parecendo secundário, tem impactos não apenas na
taxa de empenhamento operacional desta polícia enquanto entidade fiscalizadora mas
também no quotidiano da cidade. Os números, contudo, não retratam a realidade, pois muitos
acidentes são participados amigavelmente às seguradoras sem qualquer ação policial. Neste
estudo, não se pretendendo uma análise jurídica ao regime, contextualizou-se os
procedimentos atualmente definidos para a resposta a acidentes sem vítimas bem como se
caraterizou a dimensão desta tipologia de acidentes na cidade de Lisboa, avaliando-se o
panorama atual na relação entre a resolução amigável de sinistros e a ativação de recursos
policiais. Através de entrevistas junto de profissionais da área procurou-se a avaliar o modelo
e projetar alternativas de futuro, equacionando-se a transferência da responsabilidade de
participação policial dos acidentes sem vítimas para as Polícias Municipais.
Even today, road accidents are a worldwide scourge which, due to the high number of victims, justifies increased concern in the States. On the other hand, the reality of accidents without victims has not caused such concern in society. The present study, based on data collected by the PSP in the period 2018-2022, shows that 62.7% of the accidents reported in the city of Lisbon are accidents that result only in material damage. This, seemingly secondary, impacts not only the operational commitment rate of this police force as a supervisory entity, but also the daily life of the city. The numbers, however, do not portray reality, since many accidents are reported amicably to the insurance companies without any police action. This study does not intend to provide a legal analysis of the regime, but rather to contextualize the procedures currently defined for the response to accidents without victims and to characterize the dimension of this type of accident in the city of Lisbon, assessing the current panorama in the relationship between friendly settlement of claims and the activation of police resources. Through interviews with professionals in the area we sought to evaluate the model and to project future alternatives, considering the transfer of the responsibility for police participation in the case of accidents without victims to the Municipal Police.
