Esta pesquisa tem como objetivo apresentar uma abordagem integrada para a gestão de incidentes, propondo a construção de um modelo para lidar com as consequências da materialização de riscos e ameaças para a Segurança Nacional
Utilizando as áreas de missão concebidas dentro do modelo, pretendemos ter uma Nação Pronta: prevenindo, evitando ou parando um ato de terrorismo; protegendo os cidadãos contra ameaças e perigos; mitigando a perda de vidas e de bens; respondendo aos incidentes de forma rápida, para salvar vidas e propriedades; recuperando os bens afetados.
Esperamos que esta investigação permita reflexões mais aprofundadas sobre planeamento de emergência e gestão de incidentes e oriente futuras pesquisas nesta área, nomeadamente nos domínios da gestão de riscos, dos estudos de vulnerabilidade e da interoperabilidade intragovernamental Abstract: The purpose of this research is to present an integrated, layered, and all-of-Nation approach to incident management by building a model to cope with the consequences of the materialization of the actual risks and threats, to National Security
Using the mission areas designed within the model we intend to achieve a “National Preparedness Goal" by avoiding acts of terrorism; protecting our people against the greatest threats and hazards; mitigating the loss of live and property; responding quickly to save lives and property; and recovering, focusing on the timely restoration of the goods affected by an incident.
We hope this research will allow for more reflexion on emergency planning and incident management and should direct future research on this area, namely in the fields of risk management, vulnerability studies and interagency interoperability.
