A segurança pública constitui um dos pilares estruturantes do Estado de direito democrático, sendo simultaneamente um direito fundamental dos cidadãos e uma função essencial do poder político. Num contexto de crescente polarização do debate securitário em Portugal, a forma como os partidos políticos conceptualizam a segurança interna e o papel das instituições policiais assume relevância crescente na formulação das políticas públicas de segurança.
A presente dissertação analisa de que modo os partidos políticos portugueses com assento parlamentar na XVII Legislatura conceptualizam a segurança pública e o papel da Polícia de Segurança Pública, identificando convergências, divergências e implicações na definição de políticas públicas de segurança.
Os resultados revelam que, apesar de um consenso transversal em torno da valorização das forças de segurança e do policiamento de proximidade, as divergências ideológicas manifestam-se de forma clara no enquadramento das causas da insegurança e na delimitação dos limites da atuação estatal. A principal linha de fratura opõe os partidos que enquadram a segurança a partir da ordem e da autoridade estatal, àqueles que a associam à proteção de direitos e à prevenção das causas estruturais da criminalidade.
Public security constitutes one of the cornerstones of the democratic rule of law, being both a fundamental right of citizens and an essential function of political power. Against a backdrop of growing polarisation in the security debate in Portugal, the way in which political parties conceptualise internal security and the role of police institutions is becoming increasingly significant in the formulation of public security policies. This dissertation analyses how Portuguese political parties with seats in the 17th Parliament conceptualise public security and the role of the Polícia de Segurança Pública, identifying convergences, divergences and implications for the formulation of public security policies. The results reveal that, despite a cross-party consensus regarding the importance of security forces and community policing, ideological differences are clearly evident in the framing of the causes of insecurity and in the definition of the limits of state action. The main dividing line pits parties that frame security in terms of order and state authority against those that associate it with the protection of rights and the prevention of the structural causes of crime.
