O acesso adequado e atualizado à informação científica é considerado essencial para o desenvolvimento económico e social, especialmente através do apoio aos processos de tomada de decisão, formulação e aplicação de políticas públicas e apoio ao desenvolvimento e prática profissional. O resultado da investigação científica é transmitido e validado principalmente através da sua publicação em revistas científicas. No entanto, existem revistas científicas que se deparam com barreiras de distribuição e disseminação, o que limita o acesso à informação científica desenvolvida localmente.
A SciELO – Scientific Electronic Library Online surge, assim, em 1997 como um modelo de publicação eletrónica cooperativa de revistas científicas, especialmente desenvolvido para responder às necessidades de divulgação científica nos países em desenvolvimento, particularmente na América Latina e Caraíbas. Posteriormente aderiram também a este projeto Portugal, Espanha e África do Sul. O modelo proposto integra-se, assim, no movimento internacional do acesso aberto com o objetivo de posicionar os periódicos destes países no fluxo internacional de informação científica. O modelo SciELO contém ainda procedimentos integrados para medir o uso e o impacto das revistas científicas.
Este projeto resulta da cooperação entre a FAPESP – Fundação de Amparo à Pesquisa do Estado de São Paulo, BIREME – Centro Latino-Americano e do Caribe de Informação em Ciências da Saúde e outras instituições internacionais relacionadas com os editores e com a comunidade científica. A partir de 2002, o projeto conta também com o apoio da CNPq – Conselho Nacional de Desenvolvimento Científico e Tecnológico.
Portugal adere à iniciativa em 2002 através do Observatório da Ciência e Tecnologia do Ministério da Ciência e Tecnologia, com o principal objetivo de promover as revistas científicas portuguesas e difundir em acesso aberto a produção científica nacional de qualidade. Atualmente, a DGEEC – Direção-Geral de Estatísticas da Educação e Ciência é a instituição nacional responsável pela coordenação e operação do sítio SciELO Portugal.
Desde a sua disponibilização online, em março de 2005, tem sido assegurado que o projeto cumpra os requisitos de gratuitidade, do crescimento sustentado, diversidade e fiabilidade dos conteúdos divulgados, bem como a manutenção de reconhecidos padrões de qualidade científica da coleção SciELO Portugal.
Passados treze anos podem-se destacar alguns marcos importantes no desenvolvimento da SciELO Portugal: a constituição do Comité Consultivo SciELO Portugal, em 2006; a certificação da coleção pela rede SciELO, em 2007; a passagem do trabalho técnico para os editores, em 2012; a comemoração dos quinze anos da SciELO com o reforço da importância da profissionalização das revistas, em 2013; e a indexação das revistas no SciELO Citation Index, da Web of Science, em 2014.

The result of scientific research is mainly transmitted and validated through its publication in scientific journals. However, there are scientific journals that face barriers to distribution and dissemination, which limit access to scientific information developed locally. SciELO – Scientific Electronic Library Online appeared in 1997 as a model of cooperative electronic publication of scientific journals specially developed to meet the needs of scientific dissemination in developing countries, particularly in Latin America and the Caribbean. Later, Portugal, Spain and South Africa also joined the project. The proposed model is integrated in the international movement of open access and aims to position the journals of these countries in the international workflow of scientific information. The SciELO model also includes integrated procedures to measure the use and impact of those scientific journals. This first project was funded by FAPESP, BIREME and several institutions related to editors and the scientific community. In 2002, the project was also supported by CNPq Brazil’s National Council for Scientific and Technological Development. Portugal joined the initiative in 2002, through the Observatory of Science and Technology -Ministry of Science and Technology, with the main goal of promoting Portuguese scientific journals and disseminating in open access the national scientific production.
