Abstract(s)
Neste artigo são apresentados contributos para um novo conceito de reserva, com
as características necessárias para desenvolver um modelo de emprego da reserva de
disponibilidade voluntária, em complemento ao modelo existente, passível de poder
ser adotado nas Forças Armadas portuguesas, reforçando os seus efetivos, os laços com
a sociedade e a capacidade nacional de resiliência civil. No processo de investigação, foi
usado um modelo de análise que se aplicou à realidade nacional e a modelos de emprego de
reserva voluntária implementados noutros países designadamente: França, Holanda (desde
janeiro de 2020, designada de Países Baixos), Itália e Reino Unido. A partir desta análise foram inferidas as características aplicáveis à realidade nacional, as quais foram avaliadas por
nove especialistas. Como resultado, apresenta-se um conjunto de caraterísticas passíveis de
serem vertidas num modelo de Reserva Voluntária para Portugal, tendo por base a Reserva
de Disponibilidade. Concluiu-se, ainda, que o desenvolvimento de um modelo de emprego
da Reserva de Disponibilidade Voluntária necessita do envolvimento da Defesa Nacional, da
disponibilidade dos ex-militares e da disponibilidade ou interesse das entidades empregadoras.
This article proposes features for a new concept of reserves, a volunteer reserve system to complement the regular reserves, which the Portuguese Armed Forces can use to increase their staff and their linkages with general society, as well as to build national resilience. The analysis model used in the study was applied to the Portuguese system and to the volunteer reserve systems of other countries: France, Holland (officially the Netherlands since January 2020), Italy and the United Kingdom. Having analysed the systems, the features that were deemed applicable to the Portuguese AAFF were selected and assessed by nine experts. The study findings consist of a set of features that can be included in a Portuguese Volunteer Reserve system based on the Availability Reserve. The possibility of developing a Volunteer Availability Reserve system will depend on the interest of the National Defence Ministry, of former military personnel and of employer organizations.
