O papel da GNR nas Comissões de Proteção de Crianças e Jovens

| dc.description.abstract | A presente Relatório Científico Final do Trabalho de Investigação Aplicada subordina-se ao tema “O papel da GNR nas Comissões de Proteção de Crianças e Jovens”. As Comissões de Proteção de Crianças e Jovens têm como função última a prossecução da promoção e proteção dos direitos das crianças, e concorre m com várias entidades para prosseguir esse fim no Sistema de Proteção de Crianças e Jovens. Uma dessas entidades é precisamente a GNR, e que estabelece uma relação direta com as CPCJ aos 3 níveis de intervenção preconizados no Sistema de Proteção de Crianças e Jovens Assim o ponto de partida para iniciar esta investigação vai operacionalizado na seguinte pergunta de partida: Qual o papel da GNR nas Comissões de Proteção de crianças e Jovens? Assim, como objetivos para a presente investigação, definiram-se: Saber como está representada a GNR nas CPCJ; Saber se os militares, nomeadamente os patrulheiros no desempenho da atividade operacional, sinalizam corretamente situações em que a criança e jovem est á em perigo O que veio mudar a nova NEP 3.60 (que regula a relação da GNR com as CPCJ). Saber se a GNR cumpre a sua dupla função de prevenção e proteção. Os dados, para se concretizarem estes objetivos, foram recolhidos através d e um método qualitativo, através da observação direta e da realização de entrevistas a Comandantes de Destacamento e Presidentes da Comissão de Proteção de Crianças e Jovens. Com esta investigação conclui-se que no Comando Territorial de Lisboa da GNR, a representação faz-se maioritariamente pelo comandante de Destacamento Territorial na Comissão Alargada e, quando haja, por um militar do Núcleo Escola Segura na Comissão Restrita. A GNR cumpre o seu papel de prevenção e proteção, os militares d a GNR estão cada vez mais aptos e sensibilizados a lidar com criança s e jovens em perigo, na maioria dos casos sabe sinalizar as situações, e por fim, a GNR cumpre a sua missão de prevenção e proteção. | por |
| dc.description.abstract | Abstract This Final Scientific Report presents the results of applied research on the subject “The role of GNR in the Child and Youth Protection Commissions”. The main purpose of the Child and Youth Protection Commissions (CPCJ) is the promotion and defense of children’s rights, and interact with several entities to pursue that aim in the Youth and Child Protection Syste m. One of these entities is the GNR, working directly with the CPCJ at the three levels of intervention envisioned in the Youth and Child Protection System. Thus, the starting point for this research was the following question: “What is the role of GNR in the Child and Youth Protection Commissions?” Therefore, as objectives for the present research were defined as followed: To know how the GNR is represented in the CPCJ; To know if the military people, namely the regular operational activity patrols, correctly signal the situations when the child/youth are in danger; What changed with the new NEP 3.60 (regulation the relation of GNR with the CPCJ); Knowing if the GNR is able to perform its double function of preventing and protecting. Data, to fulfill said goals, were gathered by means of a qualitative method, through direct observation and interviews to Territorial Commanders and Presidents of CPCJ. The conclusion of this research were that in the GNR’s Lisbon Territorial Comand, the representation is mostly done by the Commander of the Territorial Detachment and when there is a military of the Safe School Nucleus in the Restrict Commission. The GNR delivers if prevention and protection role, the GNR militaries are ever more prepared and aware to deal with children and teenagers in danger, in most situations duly signals them. The final conclusion is that the GNR is correctly performing its mission of preventing and protecting. | por |
