Abstract(s)
As consequências trágicas dos incêndios de 2017, determinaram uma reforma da estrutura de prevenção e combate aos incêndios florestais, concretizada no Sistema de Gestão Integrada de Fogos Rurais. As Forças Armadas, vendo o seu papel reforçado, corresponderam com o conceito de Apoio Militar a Emergências Civis e a edificação da capacidade conjunta de vigilância e deteção com aeronaves não tripuladas, cujo emprego tem merecido bastantes críticas, constantes no relatório da Diretiva Integrada de Vigilância e Deteção de Incêndios Rurais.
Neste quadro, o presente trabalho tem como objetivo propor contributos tendentes à melhoria da capacidade conjunta de vigilância e deteção com aeronaves não tripuladas, no quadro do Sistema de Gestão Integrada de Fogos Rurais.
Para o efeito, adotou-se uma estratégia de investigação qualitativa, assente num raciocínio indutivo e num desenho de pesquisa de estudo de caso, recorrendo-se a técnicas de análise documental e entrevistas semiestruturadas.
Os principais resultados evidenciaram lacunas que, analisadas, permitiram propor melhorias, assentes num emprego mais flexível e dissuasor desta capacidade, sendo possível concluir que uma resposta otimizada às necessidades, exigirá a implementação do seu emprego noturno, de um plano de comunicação ambicioso, bem como de uma abordagem renovada à gestão da manutenção e dos recursos humanos.
The tragic consequences of the 2017 fires led to a reform of the structure for preventing and fighting forest fires, which was implemented in the Integrated Management System for Rural Fires. The Armed Forces, seeing their role reinforced, have responded with the concept of Military Support to Civil Emergencies and the building of a joint capacity for surveillance and detection with unmanned aircraft, whose use has been the subject of much criticism, contained in the report of the Integrated Directive for the Surveillance and Detection of Rural Fires. In this context, the present work aims to propose contributions towards the improvement of joint surveillance and detection capabilities with unmanned aircraft, within the framework of the Integrated Management System for Rural Fires. For this purpose, a qualitative research strategy was adopted, based on inductive reasoning and a case study research design, using document analysis techniques and semi-structured interviews. The main results showed gaps that, when analyzed, allowed us to propose improvements, based on a more flexible and dissuasive use of this capacity, being possible to conclude that an optimized response to the needs will require the implementation of night work, of an ambitious communication plan, as well as a renewed approach to maintenance and human resources management.
