A presente dissertação analisa a violência doméstica baseada no género em São Tomé e Príncipe enquanto fenómeno estrutural, ancorado em desigualdades de poder
historicamente construídas entre homens e mulheres, e avalia criticamente a resposta institucional existente, com particular enfoque na atuação da Polícia Nacional. O estudo
parte do princípio que a eficácia da resposta à violência doméstica não depende apenas do enquadramento legal, mas sobretudo da capacidade de articulação entre os vários
intervenientes do sistema. Do ponto de vista teórico, a investigação baseia-se na literatura sobre a violência de género, realçando a sua natureza multidimensional e o seu
enquadramento social, cultural e institucional. Em termos metodológicos, é adotada uma abordagem qualitativa, com recurso a entrevistas semiestruturadas e à análise de documentos normativos e operacionais. Os resultados evidenciam a existência de um modelo de intervenção formalmente estruturado, baseado numa lógica de atuação em rede
entre a polícia nacional e judiciária e as estruturas de apoio social, orientado por princípios como a centralidade da vítima, a não revitimização e a proteção dos direitos
fundamentais. No entanto, foram identificados constrangimentos significativos ao nível da efetiva articulação interinstitucional, da limitação de recursos humanos e materiais e da insuficiência de formação. Conclui-se que, apesar dos avanços normativos e institucionais registados, persistem fragilidades estruturais que condicionam a eficácia da
resposta, tornando necessária uma abordagem integrada, sustentada e centrada na vítima, capaz de assegurar uma intervenção mais eficaz na prevenção, proteção e
responsabilização no âmbito da violência doméstica baseada no género.
This dissertation analyzes gender-based domestic violence in São Tomé and Príncipe as a structural phenomenon rooted in historically constructed power inequalities between men and women, and critically evaluates the existing institutional response, with a particular focus on the role of the National Police. The study is based on the premise that the effectiveness of the response to domestic violence depends not only on the legal framework, but above all on the capacity for coordination among the various actors in the system. From a theoretical perspective, the research draws on the literature on genderbased violence, highlighting its multidimensional nature and its social, cultural, and institutional context. Methodologically, a qualitative approach is adopted, utilizing semistructured interviews and the analysis of normative and operational documents. The results highlight the existence of a formally structured intervention model, based on a networked approach between the national and judicialpolice and social support structures, guided by principles such as victim-centeredness, non-revictimization, and the protection of fundamental rights. However, significant constraints were identified regarding effective inter-institutional coordination, limited human and material resources, and insufficient training. It is concluded that, despite the normative and institutional advances recorded, structural weaknesses persist that limit the effectiveness of the response, making it necessary to adopt an integrated, sustained, and victim-centered approach capable of ensuring more effective intervention in prevention, protection, and accountability in the context of gender-based domestic violence.
