| dc.description.abstract | A segunda metade do século XX d.C. caracterizou-se por uma profunda revolução tecnológica. As Forças Armadas não ficaram imunes a todo este processo evolutivo, antes pelo contrário, têm procurado fazer o seu acompanhamento de modo a melhorar o seu produto operacional. Nesse sentido foram efectuadas duas grandes reorganizações, uma no início dos anos noventa e outra já na primeira década do século XXI d.C., com as quais se procurou dotar as Forças Armadas de uma estrutura que permita cumprir cabalmente as exigências decorrentes das missões que lhe estão confiadas. Com o nosso estudo pretendemos investigar estas duas últimas grandes reorganizações operadas ao nível das estruturas superiores das Forças Armadas, identificando as mais importantes alterações introduzidas por cada uma, relativamente ao quadro jurídico anteriormente em vigor, e de seguida, procurámos identificar, no primeiro caso, e perspectivar, no segundo, em termos do produto operacional, quais as principais implicações para os Ramos das Forças Armadas. A reorganização efectuada em 1993 procurou reestruturar, reorganizar e redimensionar as Forças Armadas e simultaneamente prepará-las para enfrentar os novos desafios decorrentes do pós-muro de Berlim e do fim da Guerra Fria. A reorganização recentemente efectuada, em 2009, pretende criar umas Forças Armadas preparadas para enfrentar os desafios internos e externos do século XXI d.C. em que a segurança alargada e cooperativa são cada vez mais o cerne da sua actividade. Tendo como modelos de análise o modelo estrutural concebido por Henry Mintzberg, o modelo da Cadeia de Valor concebido por Michael Porter e ainda o modelo de Edgar Shein sobre a Cultura Organizacional, foi-nos possível verificar que ambas as reestruturações introduziram significativas alterações na estrutura, organização e modo de funcionamento das Forças Armadas que se saldaram em importantes implicações para o Produto Operacional das Forças Armadas em geral e de cada um dos Ramos em particular. Abstract: The second half of the 20th century was marked by a huge technological revolution. The Armed Forces were not immune to this whole evolutionary process, on the contrary, they tried to make its monitoring to improve their operational product. Thus, two major reorganizations were made, one in the early 90th and another already in the first decade of the 21th century, with which they sought to equip the Armed Forces with a structure that enables them to meet fully the requirements arising from the missions entrusted to them. With our study we intend to investigate these last two major reorganizations operated at the superior structures of the Armed Forces, identifying the most important changes introduced by each one, with respect to the previously in force legal framework, and then, we tried to envisage, in terms of operational product, which were the major implications for the Armed Forces Branches. The reorganization in 1993 sought to restructure, reorganize and resize the Armed Forces, while preparing them to face new challenges arising from the fall of the Berlin Wall and the end of the Cold War. The recently made reorganization, in 2009, intended to create Armed Forces able to face the internal and external challenges of the 21th century where the extended and cooperative security are more and more the core of their business. Having as analysis models the structural model developed by Henry Mintzberg, the model of Value Chain created by Michael Porter and also the model of Edgar Shein on Organizational Culture, we verified that both restructuring introduced significant changes in structure, organization and operation of the Armed Forces which have resulted in important consequences for the operational product of the Armed Forces in general and of each Branch in particular. | pt_PT |
