O presente trabalho analisa a migração irregular em Portugal e os seus impactos na segurança interna, a partir de uma perspetiva policial e institucional. A investigação, de natureza qualitativa e documental, recorreu a fontes jurídicas, científicas e operacionais, incluindo o Relatório Anual de Segurança Interna (RASI, 2024), relatórios do Observatório do Tráfico de Seres Humanos (OTSH, 2023) e a Estratégia da PSP 2025–2027. O estudo demonstra que a migração irregular constitui um fenómeno estrutural e persistente, associado à economia informal, à exploração laboral e ao tráfico de pessoas. A Polícia de Segurança Pública (PSP), através da Unidade Nacional de Estrangeiros e Fronteiras (UNEF), assume papel determinante na fiscalização documental, na cooperação interinstitucional e na proteção de vítimas. As operações analisadas no COMETLIS evidenciam práticas de atuação integrada e humanizada, alinhadas com o paradigma da segurança humana e com as orientações estratégicas da PSP. Conclui-se que o combate à migração irregular exige uma abordagem equilibrada entre controlo securitário e proteção de direitos fundamentais, sustentada em formação especializada, inovação tecnológica e cooperação internacional.
This study examines irregular migration in Portugal and its impact on internal security from a police and institutional perspective. The research, qualitative and documentary in nature, draws on legal, scientific, and operational sources, including the Annual Internal Security Report (RASI, 2024), the Human Trafficking Observatory Report (OTSH, 2023), and the PSP Strategic Plan 2025–2027. Findings indicate that irregular migration is a structural and persistent phenomenon, often linked to the informal economy, labour exploitation, and human trafficking. The Public Security Police (PSP), through the National Unit for Foreigners and Borders (UNEF), plays a crucial role in document control, inter-institutional cooperation, and victim protection. The operations analysed within COMETLIS reveal coordinated and human-centred policing practices consistent with the human security paradigm and the PSP’s strategic guidelines. The study concludes that addressing irregular migration requires a balanced approach between security control and the protection of fundamental rights, supported by specialised training, technological innovation, and international cooperation.
