Abstract(s)
O presente trabalho procura levar-nos a reflectir sobre a formação de adultos. Assim, estuda a formação contínua dos elementos da Policia de Segurança Pública do Comando Distrital de Portalegre, os quais exercem as suas funções nas cidades de Portalegre e de Elvas.
Este trabalho de investigação tinha como objectivos avaliar qual o contributo da formação para o desenvolvimento pessoal e profissional dos elementos / formandos do Comando Distrital de Portalegre. O mesmo está dividido em seis partes. Numa primeira parte, designada por “Enquadramento Teórico”, foram revistas algumas conceptualizações teóricas sobre a formação de adultos. Na segunda parte, denominada por “Caracterização da Polícia de Segurança Pública”, foi efectuada uma exposição sumária sobre a história, missão e estrutura da PSP. Na terceira parte, designada por “A Formação na Polícia de Segurança Pública” procurou contextualizar e descrever a formação continua e de especialização que ocorre na instituição. Na quarta parte, foi explicitada a metodologia utilizada no presente trabalho de investigação. Na quinta parte, são apresentados os resultados do estudo e na sexta parte são apresentadas as principais conclusões do estudo em função dos resultados obtidos, bem como algumas sugestões que consideramos pertinentes.
Para o efeito foi aplicado um questionário a 47 elementos com o posto de agente e 2 elementos com o posto chefe que frequentaram, no ano de 2011, um dos cursos de formação contínua ou de especialização que foram ministrados no Comando de Policia de Portalegre. O estudo teve como objectivo aferir o contributo dessa formação para o desenvolvimento pessoal e profissional dos seus elementos, sendo aplicado um questionário dividido em 10 tópicos: oito de resposta múltipla e duas de resposta aberta.
Os resultados obtidos permitiram constatar que os elementos do Comando de Portalegre possuem uma escolaridade baixa; encontram-se desmotivados e sem condições de trabalho. Ainda que, não existem quaisquer critérios de seleção dos formandos para os cursos de formação contínua e de especialização, sendo obrigados pelas chefias, o que leva alguns a frequentarem a formação com algum “sacrifício”, factos que se reflecte na existência de uma boa percentagem de inquiridos que referem que o contributo da mesma para o seu desenvolvimento pessoal e profissional não é o mais desejável. Factos que nos levam a concluir que a formação não é participativa, procurando somente transmitir conteúdos aos seus profissionais.
This paper tries to make us reflect on the training of adults. Thus, studying the training of elements of the Public Security Police of the District Command of Portalegre, who perform their duties in the cities of Portalegre and Elvas. The aim of this research was to assess what the contribution of training as developing the elements / trainees of the District Command of Portalegre either personally and professionally. It is divided into six parts. In the first part, called the "Theoretical Framework", some theoretical conceptualizations of adult training were reviewed. In the second part, defined as "Characterization of the Public Security Police", it was made a brief statement about the history, mission and structure of the PSP. In the third part, defined as "The Training in Public Security Police" it was sought to contextualize and to describe the continuous training and specialization that occurs in the institution. In the fourth part, the methodology used in this research was clarified. In the fifth part the findings of the study are presented and in the sixth part the main findings of the study are presented according to the findings obtained as well as some suggestions that we consider relevant. To this purpose, a questionnaire was submitted to 47 police agents and to two Chiefs of Staff who attended, in 2011, one of the training courses or expertise that were held at the Police Command of Portalegre. The study aimed to assess the contribution of training for personal and professional development of its elements, and a questionnaire was divided into 10 topics: eight of multiple choices and two of open-response. The obtained results revealed that the members of the Command of Portalegre have a low education level, are demotivated and without working conditions. Although, there are no criteria for the selection of trainees for the training and specialization courses, being these forced by their superiors, which leads some to attend training with some "sacrifice", the facts reflect the existence of a high percentage of respondents who reported that the contribution of the training for their personal and professional development is not the most desirable. These facts lead us to conclude that the training is not participatory; they only have the objective to transmit the content of training to their professionals.
