O risco e a segurança no NITTO ATP FINALS 2021 - estudo de caso

Abstract(s)
Os eventos desportivos internacionais atraem o interesse de um vasto público, sendo eventos
congregadores de multidões e com um enorme impacto mediático, estando, por este motivo,
sujeitos a riscos adicionais, como é o caso do torneio de ténis NITTO ATP Finals 2021,
realizado na cidade de Turim, em Itália. Assim, torna-se essencial definir o que é a segurança
e o risco, para perceber que riscos afetam estes eventos, bem como as medidas que podem
ser aplicadas para os limitar ou eliminar. Desta forma, olha-se para o evento NITTO ATP
Finals 2021 e procura-se fazer a sua caracterização, descrevendo o local, identificando-se os
riscos que o afetam e verificando que medidas foram implementadas na segurança do evento.
Apesar de, como todos os eventos desta natureza, ter riscos associados, nomeadamente: i)
terrorismo; ii) a (des)ordem pública; iii) crimes; iv) embaraço público para as entidades
organizadoras; v) acidentes, emergências e desastres; vi) e doença epidémica, verificou-se
que pela natureza do torneio não se destacam riscos adicionais, salientando-se o risco
inerente à pandemia de covid-19, pelo impacto que teve na lotação e medidas de segurança,
bem como os riscos relacionados com a ordem pública, pela preocupação demonstrada
devido a motivos históricos e pelas soluções tecnológicas que foram desenvolvidas para
monitorizar os movimentos das multidões.
International sport events attract the interest of a vast public, being events that gather crowds and have a huge media impact, and for this reason are subject to additional risks, as is the case of the tennis tournament NITTO ATP Finals 2021, held in the city of Turin, Italy. Thus, it becomes essential to define what security and risk are, to understand what risks affect these events, as well as the measures that can be applied to limit or eliminate them. In this way, we look at the NITTO ATP Finals 2021 event and try to characterise it, describing the venue, identifying the risks that affect it and verifying which measures have been implemented in the security of the event. Although, like all events of this nature, it has associated risks, namely: (i) terrorism; (ii) public (dis)order; (iii) crimes; (iv) public embarrassment for the organising entities; (v) accidents, emergencies and disasters; (vi) and epidemic disease, it was verified that due to the nature of the tournament no additional risks stand out, highlighting the risk inherent to the covid-19 pandemic, due to the impact it had on capacity and security measures, as well as the risks related to public order, due to the concern shown due to historical reasons and the technological solutions that were developed to monitor crowd movements.
