Abstract(s)
A globalização tem aumentado incrivelmente o fluxo de informações, de
transacções financeiras e comerciais, e incrementado a interdependência entre as nações,
com consequências directas no fluxo de comércio mundial, que por sua vez tem produzido
um incremento extraordinário do transporte marítimo.
Além de via indispensável de comunicação, o mar é uma importante fonte de
recursos biológicos, energéticos e minerais. Com o desenvolvimento de novas tecnologias
e com a demonstração novas pesquisas que verificam a possibilidade de exploração de
recursos noutras áreas do oceano, a influência do mar, além das áreas costeiras onde vive a
maioria da população mundial, avança agora em direcção ao oceano.
Ao longo da História o mar tem sido, também, palco de conflitos relacionados com
os interesses divergentes dos estados. Além disso, o próprio mar é fonte de tensões, pois as
fronteiras marítimas ainda estão sendo estabelecidas, e esse processo, em muitas regiões,
se caracteriza por demandas conflituantes dos países envolvidos. A própria globalização
gera outras tensões nos espaços marítimos e as chamadas “novas ameaças” têm ganhado
força e destaque nas preocupações das marinhas e demais organizações ligadas ao mar.
Numa época claramente global em que o Mundo se torna cada vez mais plano, é
importante começar a olhar para as relações internacionais, como uma maneira de
melhorar a eficiência e aumentar a eficácia de todas as entidades e organizações que
trabalham para aumentar a Segurança no Mar e transformar o movimento de globalização
numa fonte de soluções e não num poço de problemas. Abstract: Globalization has increased the information flow, the financial and commercial
transactions and the interdependence between nations, with direct consequences on world
trade e subsequent actions on maritime transportation.
Besides being an indispensable way of communication, the sea it’s an important
source of biological, energy and mineral resources.
With the constant development of new technologies and the increase of researches
that show the real potential of those resources and the possibility of their exploitation, the
sea influence, already shown on costal waters where most people live, it’s extending
outside those borders, in a non stopping movement.
However, besides those promises of development, wealth and power that its
associated, those resources are also a source of dispute, that have been showed along
History, with the sea as a stage of conflicts related to the nations interests.
The sea it self is a source of conflicts, the lack of a clear definition of sea borders
it’s still visible in many regions as a way of dispute. Globalization also generates other
conflicts in the sea, while “new threats” gain strength and concern within the organizations
related to the Maritime Power.
In a time clearly global where the World is becoming flat, it’s important to start
looking at international relationships as a way to improve the efficiency of all
organizations that work to improve Security in the Sea, developing the globalization
movement in fountain of solutions and not in abyss of problems.
