Abstract(s)
A presente investigação subordinada ao tema “As sinergias entre o Grupo de
Intervenção de Operações Especiais e a Investigação Criminal: Oportunidades, Ameaças e
Desafios”, tem como principal objetivo compreender se a sinergia existente entre as
operações especiais e a investigação criminal desenvolve uma resposta adequada às ameaças
que na atualidade atemorizam a Segurança Interna nacional.
A metodologia empregue na investigação segue um pensamento dedutivo, através do
qual é estabelecido um raciocínio lógico e coerente, procurando construir uma investigação
do geral para o particular.
Esta é composta por duas partes fundamentais: numa primeira parte, realiza-se uma
Revisão da Literatura procurando definir o conceito de Operações Especiais na Guarda
Nacional Republicana, a Investigação Criminal, bem como a problemática da Criminalidade;
por outro lado, na segunda parte é desenvolvido o trabalho de campo, compreendendo não
só a análise e discussão dos resultados, mas também as conclusões da investigação.
A partir do novo milénio, verificou-se uma mudança no paradigma criminal em
Portugal, surgindo fenómenos criminais mais graves e organizados, premeditados através de
modus operandi inovadores e mais violentos, constituindo um novo desafio para as Forças
de Segurança. A criminalidade violenta e grave de caráter organizado e itinerante assume-se
desde então, um elemento relevante no quadro das principais ameaças à Segurança Interna.
Nesse sentido, foram desenvolvidas medidas com o objetivo de controlar esses
fenómenos criminais, nomeadamente no âmbito das Forças e Serviços de Segurança e no
domínio legislativo.
No que diz respeito à Guarda Nacional Republicana, desenvolveu-se uma nova
resposta que visava encarar o problema da criminalidade violenta e grave de uma forma
completamente diferente, assumindo um papel essencial no combate a estes fenómenos
criminais excecionais. Em suma, a sinergia estabelecida entre a Investigação Criminal e
componente tática que integra o Grupo de Intervenção de Operações Especiais, consiste num
modelo que já demonstrou resultados no momento da sua criação e que atualmente continua
a representar uma resposta apropriada às ameaças que atemorizam a Segurança Interna de
Portugal.
The main purpose of this research, under the theme "Synergies between the Special Operations Intervention and Criminal Investigation: Opportunities, Threats and Challenges", is to understand whether the synergy between special operations and criminal investigation develops an adequate response to threats that currently threaten the internal secutiry. The methodology used in the research follows a deductive thought, through which it is established a logical and coherent reasoning, seeking to construct an investigation from general to the particular. Basically, this research is composed by two fundamental parts: in the first part, a Literature Review is developed, trying to define the concept of Special Operations in the National Republican Guard, Criminal Investigation, as well as the crime problem; on the other hand, in the second part the fieldwork is developed, including not only the analysis and discussion of the results, but also the conclusions of the research. From the new millennium, there has been a change in the criminal paradigm in Portugal, resulting in a more serious and organized criminal phenomena, premeditated by innovative and more violent modus operandi, becoming a new challenge for the Security Forces. Therefore, Violent and serious crime of an organized and itinerant nature has since become a relevant element in the context of the main threats to the Internal Security. In this sense, measures have been developed with the objective of controlling these criminal phenomena, namely in the scope of the Security Forces and Services and in the legislative area. Within the Republican National Guard, a new response was developed to solve the problem of violent and serious crime in a completely different way, playing an essential role in combating these exceptional criminal phenomena. In summary, the synergy between the Criminal Investigation and the tactical component of the Special Operations Task Force is a model that has already demonstrated results at the time of its inception, and which currently continues to represent an appropriate response to the threats posed by Internal Security of Portugal.
