Abstract(s)
A utilização do Espaço revela-se, de forma crescente, fulcral na vida quotidiana com
especial ênfase nas componentes de Segurança e Defesa. É neste enquadramento que, atendendo
aos novos desafios, se torna capital a perceção e consciência das condições do Espaço para o
regular desenvolvimento das operações militares. A liberdade de ação de utilização do Espaço
possui riscos e ameaças, tanto intencionais, empregando contramedidas da sua utilização, quer
não intencionais, associadas às restrições naturais relacionadas à natureza do meio Espacial.
Internacionalmente, o conceito de Space Weather encontra-se em grande desenvolvimento
doutrinário e operacional, tanto no contexto militar como civil. Na atualidade, observa-se, no
quadro internacional, um alargado conjunto de organismos alinhados numa visão integrada com
o objetivo de disponibilizar serviços, para um vasto leque de stakeholders com as mais diversas
finalidades.
Em Portugal, as Forças Armadas Portuguesas não possuem suporte operacional no
domínio Espacial, decorrendo dessa necessidade, assinalada pelo Ministério da Defesa Nacional,
o estabelecimento do Grupo de Trabalho do Programa Espacial da Defesa. É desta
necessidade que resulta o presente trabalho, pretendendo-se constituir como contributo para
a edificação de uma capacidade militar conjunta nacional no domínio Espacial com a
integração do Space Weather. O estudo efetuado toma em consideração a análise das
capacidades, civis e militares, edificadas no âmbito nacional e internacional, assim como os
seus graus de maturidade dos conceitos operacionais.
The access to and use of Space are increasingly becoming central to daily life, with special emphasis on Security and Defense components. It is within this framework that, given the new challenges, the perception and awareness of the conditions of Space for the regular development of military operations becomes essential. The freedom of action to use Space has associated risks and threats, both intentional, employing countermeasures of its use, and unintentional, associated with the natural restrictions associated with the Space environment itself. Internationally, the concept of Space Weather is in great doctrinal and operational development, both in the military and civilian context. Currently, in the international context, there is a wide range of organizations aligned in an integrated vision, with the objective of producing services for a wide range of stakeholders with the most diverse purposes. The Portuguese Armed Forces do not have operational support in the Space domain, resulting from this need highlighted by the Ministry of National Defense, the establishment of the Space Defense Program Working Group. It is from this need that the present work results, intending to constitute as a contribution to the construction of a joint national military capacity in the Space domain with the Space Weather contribution, considering the analysis of civil and military capabilities built in the Space, both nationally and internationally, as well as their degrees of maturity of the operational concepts.
