Num mundo em profunda reconfiguração geopolítica e económica, o Atlântico Sul
surge como uma oportunidade estratégica ímpar para Portugal e para a Marinha, como
protagonistas num espaço marítimo de importância capital, em que se cruzam interesses
diplomáticos, securitários e económicos.
Nesta investigação e tendo como Objeto de Estudo o Atlântico Sul, optou-se por seguir
um raciocínio dedutivo, assente numa estratégia de investigação qualitativa e num desenho
de pesquisa de estudo de caso. Através de uma análise bibliográfica e documental e de
entrevistas semiestruturadas, procuraram-se consolidar os contributos da Marinha, para uma
estratégia nacional no Atlântico Sul, no contexto dos Instrumentos do Poder Nacional,
Diplomático, Informacional, Militar e Económico.
A Marinha desempenha um papel central numa estratégia para o Atlântico Sul, pelos
laços existentes e pelo conhecimento adquirido, sendo fundamental a sua presença. Desta
forma o contributo da Marinha deve estar centrado em Ações que permitam mitigar a
influência de potências externas, que incrementem a segurança e a estabilidade regional, que
contribuam para o reforço da diplomacia e da cooperação internacional e para a economia
azul e inovação tecnológica da região. Contudo, subsiste a necessidade de reavaliar as Ações
atualmente em curso, em função do impacto que possuem nos problemas identificados.
In a world undergoing profound geopolitical and economic reconfiguration, the South Atlantic presents a unique strategic opportunity for Portugal and the Portuguese Navy, as protagonists in a vital maritime space, where diplomatic, security and economic interests intersect. Taking the South Atlantic as the object of study, this research adopts a deductive reasoning approach, grounded in a qualitative research strategy and a case study design. Bibliographic and documentary analysis, along with semi-structured interviews, were employed to examine the contributions of the Portuguese Navy to a national strategy in the South Atlantic, within the framework of the Instruments of National Power, Diplomatic, Informational, Military and Economic. The Portuguese Navy plays a vital role in a strategy for the South Atlantic, due to existing relations and long-term knowledge. This way, the Navy can influence a plan for this region, contributing to mitigate the influence of external powers, to the increase of regional security and stability, to strengthening diplomacy and international cooperation, and to the blue economy and technological innovation in the region. However, there is still a need to reassess the current models in use, assessing the impact of ongoing Actions on the existing challenges.
