A União Europeia, decorrente das cinzas da Segunda Guerra Mundial, estabeleceu-se como garante da paz na Europa há décadas. Isto torna-se mais notável porque esta organização nunca teve forças armadas próprias. Com o fim da Guerra Fria, a ordem mundial mudou de uma constelação bipolar para uma constelação multipolar, o que forçou a União Europeia a repensar a sua postura pacífica e a desenvolver uma Política Comum de Segurança e Defesa mais robusta. Neste contexto, foi publicado um Livro Branco em 2017, o qual explica três diferentes cenários sobre a futura forma desta política, diferenciando-se no grau de cooperação com base nos interesses individuais dos Estados-Membros.
O objetivo geral deste artigo é identificar a forma futura mais provável da Política Comum de Segurança e Defesa. Sob o pressuposto de que os interesses dos Estados-Membros são cruciais para definir tal formato foram analisados os interesses de dois desses estados, a saber, Portugal e Alemanha.
Para esse efeito, foi realizada uma análise documental dos conceitos estratégicos da União Europeia e desses dois Estados-Membros, concluindo que a forma futura mais provável da Política Comum de Segurança e Defesa da União Europeia será uma forma com um grau da cooperação mais elevado. Abstract: The European Union, arising from the ashes of the Second World War, established itself as a guarantor of peace in Europe for decades. This is more noteworthy because this organization never had own armed forces. With the end of the Cold War, the world order changed from a bi-polar to a multi-polar constellation of power, which forced the European Union to rethink its pacific posture and develop a more robust European Foreign and Security Policy. In this context a White Paper was published in 2017 which explained three scenarios about the future form of this policy, which differ in the degree of cooperation based on the individual interests of the Member-States.
The main objective of this article is to identify the most probable future form of the European Foreign and Security Policy. Under the assumption that the interests of the Member-States are crucial to define this form, the interests of two of these states, Portugal and Germany was analyzed.
For that purpose, a documentary analysis of the strategic concepts of the European Union and those two Member-States was carried out, concluding that the future form of the European Foreign and Security Policy will be characterized by an intense cooperation between the European Union Member States.
