| dc.description.abstract | Se, desde o seu aparecimento na década de 40, o Produto Interno Bruto foi o indicador por excelência da medida da atividade económica de uma região ou país, no final do século XX começou a constatar-se a sua insuficiência como medida única do desenvolvimento. Este facto assumiu especial relevância nas zonas rurais, onde se verificam grandes assimetrias, dificultando assim ainda mais a avaliação do seu nível de desenvolvimento. O presente trabalho teve como objetivo a construção de um Índice de Desenvolvimento Rural que fosse o mais abrangente possível, incluindo tanto aspetos de caráter económico como aspetos sociais ou ambientais mas tendo também em conta as aspirações das populações que vivem nas regiões em estudo. Seguindo uma metodologia semelhante à das Nações Unidas no Índice de Desenvolvimento Humano, este trabalho veio tornar pela primeira vez possível uma análise de quais os factores que mais contribuem (de forma positiva ou negativa) para o Desenvolvimento Rural de um determinado concelho. A existência de um índice de Desenvolvimento Rural será fundamental para fazer uma avaliação do impacto das Políticas Públicas aplicadas numa determinada região ou, numa perspectiva ex-ante, identificar as áreas de intervenção política que tornarão mais eficiente a aplicação dos fundos públicos. Constitui uma ferramenta até agora inexistente para os diferentes órgãos locais com capacidade decisora neste âmbito, e foi estudado, a título exemplificativo, o distrito de Portalegre a nível concelhio. Foi assim colmatada uma lacuna sentida por quem trabalha o desenvolvimento rural, onde se incluem os Grupos de Ação Local e outras Associações de Desenvolvimento Local, tendo sido obtidos resultados até agora desconhecidos por todos os atores locais. | por |
| dc.description.abstract | Since its creation in the 40es of the 20th century, Gross Domestic Product was considered to be the only indicator for the evaluation of the economic activity in a region or country. However, by the end of the 20th century it started being seen as an insufficient mean, what was particularly relevant for rural areas, each with its own particularities, what makes the evaluation of its level of development even more difficult. The objective of this work is to build a Rural Development Index as wide as possible, including both economic and social or environmental aspects, and taking also into consideration the wishes of the populations who live in the regions under study. Following a similar methodology to the one of the United Nations in the Human Development Index, this work as led for the first time to an analysis of the factors that mostly contribute (either in a positive or negative way) to the Rural Development of a certain county, The existence of a Rural Development Index is fundamental to evaluate the impact of the Public Policies applied on a particular region or, in an ex-ante perspective, identify the areas of political intervention that will allow a more efficient use of public funds. It is so far a non-existent tool for the different local authorities with decision-maker capacity in this field and it was applied, as an example, to the district of Portalegre, at a county level. A gap felt by those who deal with rural development, including the Local Action Groups and other local development associations, was thus solved and the results obtained were until now unknown by all local actors. | por |
