Abstract(s)
O presente Trabalho de Investigação Aplicada (TIA) está subordinado ao tema
“Implementação da Companhia de Reabastecimento e Serviços numa Unidade do
Comando das Forças Terrestres: Viabilidade, Rentabilidade e Localização”.
Atendendo à conjuntura atual do nosso país, exponenciada pela atual crise
económico-financeira, a redução de custos constitui-se como princípio vital para toda e
qualquer entidade ou organização.
Este trabalho de investigação aborda, essencialmente, a questão da localização
geográfica da Companhia de Reabastecimento e Serviços (CReabSvc) e sua
implementação numa unidade do Comando das Forças Terrestres (CFT) próximo das
forças a quem presta apoio. Procurando minimizar os custos associados à disponibilização
do serviço e diminuindo a distância percorrida à efetiva prestação do serviço em ordem a
possibilitar um apoio na quantidade certa, na condição certa, no lugar certo, no tempo certo
e ao custo certo.
A metodologia utilizada na elaboração deste trabalho respeitou as etapas
esquematizadas por Marie-Fabienne Fortin, tendo utilizado a recolha bibliográfica,
observações diretas e os inquéritos por entrevista e por questionário para a recolha de
informação.
Desta forma, é realizada uma análise para determinar qual a melhor localização para
instalar a CReabSvc de acordo com apoios e exercícios prestados. Os resultados obtidos
através da aplicação do método do centro gravítico permitiram afirmar que o local mais
apropriado para fazer face aos apoios e exercícios para os quais a Companhia é
habitualmente destacada, é precisamente onde atualmente se encontra instalada, na Escola
Prática dos Serviços (EPS) na Póvoa de Varzim. Por outro lado, tendo em consideração a
missão do Regimento de Apoio Militar e de Emergência (RAME), através dos resultados
obtidos da análise dos vários critérios estabelecidos através do método MACBETH ®,
conclui-se que Abrantes é na realidade a localização ideal para instalar uma Unidade desta
dimensão. Tendo em consideração que no caso da missão da EPS se manter, será necessário
duplicar os meios para fazer face à formação, uma vez que a CReabSvc faz parte
integrante da missão da EPS. Conclui-se assim que, independentemente de Abrantes ser a
localização ideal para instalar o RAME, não fará sentido passar a CReabSvc para a
orgânica do RAME se a EPS continuar a englobar a CReabSvc na sua missão. Assim
sendo, a possibilidade de implementar a CReabSvc numa unidade do CFT não seria de
todo a decisão mais viável.
Abstract The following applied research work addresses this issue, "Implementation of a Company of Replenishment and Services within a Command Unit of Ground Forces: Feasibility, Profitability and Location". Taking into account the current situation of our country, powered by the current economic and financial crisis, cost reduction is constituted as a vital principle for any entity or service. This research work addresses the issue about the geographical localization of Company of Supply and Services and it is implementation in a Unit Command of Ground Forces near the forces who provides support. In order to minimize the costs associated with providing the service, reducing the distance to the effective provision of the service and identify the benefits and limitations that this change would bring to the Portuguese Army and the Civilian Protect. The applied methodology in the development of this work was performed according to the steps outlined by Marie-Fabienne Fortin, it was employed the bibliographic research, direct observations, surveys through interviews and questionnaires to collect information. Thus, an analysis is performed to determine the best localization to install Replenishments Company in accordance with support and exercises provided. The results obtained by applying the center of gravity method allow to affirm that the most appropriate place to address the support and exercises for which the Company is commonly called, it is precisely where the EPS is currently installed in Póvoa de Varzim. Moreover, taking into account the RAME mission, through the results obtained from the analysis of the criteria established by MACBETH ®, it is concluded that Abrantes is the ideal localization to install an Unit of this size. Considering that in the case of EPS to keep mission, will be necessary duplicate the resources to ensure the training, since the CReabSvc is part of the EPS mission. It is therefore concluded that regardless of Abrantes be the ideal localization to install the RAME, will not make sense transfer the CReabSvc for RAME organization in the case of EPS continue to include the CReabSvc in its mission. Therefore, the possibility of implementing the CReabSvc in a CFT unit would not be all the more feasible decision.
