O contributo deste trabalho começa pela caraterização da zona antiga da cidade de Portimão (ZACP) e freguesia de Alvor (ZAFA) e consequente do risco de incêndio urbano. Os problemas existentes na ZACP e ZAFA são, maioritariamente semelhantes aos problemas identificados nas restantes cidades de Portugal, assim, foi desenvolvida uma metodologia de cálculo de risco de incêndio urbano, baseado na metodologia ARICA simplificada, aplicada ao conjunto de edificado da zona antiga da cidade de Portimão e freguesia de Alvor, que aqui será apresentada e discutida.
Uma vez caracterizada a área de estudo, teve início o trabalho de campo, onde foram investigados e caraterizados os edifícios da área em estudo. Foi efetuado o levantamento do registo documental existente, investigados quais os principais materiais usados na sua construção, o estado de conservação do edificado, as condições para uma intervenção em caso de incêndio e registo histórico da ocorrência de incêndios nestas áreas. Com os dados obtidos, foram escolhidas duas ruas das zonas de estudo e aplicado o método de análise de risco de incêndio mais adequado para esta zona, garantindo desta forma, o resultado mais credível com as condições do edificado apresentado. Após a escolha do método, foram criadas folhas de cálculo Excel para o tratamento dos dados.
Foram estudados 26 edifícios, obtendo-se algum risco de incêndio em 19 edifícios, apenas sete edifícios cumprem com o regulamento de Segurança Contra Incêndio em Edifícios (SCIE), uma vez que foram intervencionados recentemente. Não existem quaisquer edifícios com risco elevado de incêndio, contundo, a grande maioria necessita de melhorias.
Face aos resultados obtidos, foi sugerido e apresentada uma base para o Plano Prévio de Intervenção para o Risco de Incêndio Urbano (PPI-ZACP e PPI-ZAFA), por forma a melhorar a eficácia dos meios de socorro na preservação da vida humana, do ambiente e do património.
The contribution of this work begins with the characterization of the old town of Portimão (ZACP) and the parish of Alvor (ZAFA) and the consequent risk of urban fire. The problems existing in the ZACP and ZAFA are mostly similar to the problems identified in the other cities of Portugal, so a methodology of urban fire risk calculation was developed, based on the simplified ARICA methodology, applied to the old city building complex. Portimão and Alvor parish, which will be presented and discussed here. Once the study area was characterized, the field work began, where the buildings of the study area were investigated and characterized. The existing documentary record was surveyed, investigating the main materials used in its construction, the state of conservation of the building, the conditions for intervention in case of fire and the historical record of the occurrence of fires in these areas. With the obtained data, two streets of the study areas were chosen and the most appropriate fire risk analysis method applied to this zone, thus ensuring the most credible result with the presented building conditions. After choosing the method, Excel spreadsheets were created for data processing. Twenty-six buildings were studied and some fire risk was found in 19 buildings, only seven buildings comply with the Building Fire Safety (SCIE) regulation as they were recently intervened. There are no buildings with a high fire risk, however, the vast majority need improvement. In the light of the results obtained, a basis for the Prior Urban Fire Risk Intervention Plan (PPI-ZACP and PPI-ZAFA) was suggested and presented, in order to improve the effectiveness of the means of relief in preserving human life, environment and heritage.
