Os oceanos cobrem cerca de 70% da superfície terrestre e detêm quase 98% do volume de água existente à superfície do Planeta. Como fonte de riqueza, o mar tem vindo a ganhar nova importância por força das iniciativas levadas a cabo nos termos previstos na Convenção das Nações Unidas sobre o Direito do Mar, no que concerne à exploração económica e prospecção dos recursos associados ao solo e subsolo marinhos.
Com este trabalho, pretende-se analisar a importância dos recursos existentes nos fundos marinhos afectos a Portugal, bem como os desafios que se lhe colocam com a extensão da Plataforma Continental.
O estudo iniciou-se com a pesquisa bibliográfica sobre o assunto em questão e alicerçou-se no método de investigação documental e em entrevistas. Estas foram dirigidas a elementos com responsabilidades no âmbito da Defesa Nacional e da Estrutura de Missão para a Extensão da Plataforma Continental, contribuindo fortemente para o melhor conhecimento das oportunidades e dos desafios que se nos deparam.
Portugal, após ter ratificado a Convenção das Nações Unidas sobre o Direito do Mar, em 1997, iniciou um processo de abordagem que teve materialização no Relatório da Comissão Estratégica dos Oceanos, em 2004, e noutras iniciativas, como as diligenciadas pela Estrutura de Missão para a Extensão da Plataforma Continental, com vista a propor e fundamentar a extensão da Plataforma Continental de Portugal para além das 200 milhas náuticas.
Os oceanos oferecem um potencial inesgotável de novos recursos. Portugal não deve ignorar esse potencial, pois a exiguidade do território nacional e dos recursos naturais nele existentes, pode ser colmatada pela vastidão do mar sob jurisdição nacional, pela existência de importantes recursos naturais na sua zona económica exclusiva e, na Plataforma Continental (que previsivelmente será aumentada). São argumentos suficientes para Portugal investir, com visão de largo prazo, no desenvolvimento e uso sustentável do oceano e seus recursos, empreendendo uma gestão e exploração realmente efectiva das amplas áreas marítimas que se encontram sob o seu controlo.
Como resultado da investigação foi possível apurar que, os recursos existentes nos fundos marinhos apresentam uma grande importância, sendo grandes também os desafios que se colocam a Portugal. Abstract: Oceans cover almost 70% of earth’s surface and about 98% of all the existing water. As foreseen on the United Nations Convention Law Of the Sea, regarding economical exploitation and resource prospection of the marine seabed and subsoil, several initiatives have been taken triggering a new significance to the sea as a resourceful spring.
With this report we intent to analyse how important are for Portugal the existing resources on its seabed, as well as the new challenges that will arise from the Continental Shelf Extension.
The essay began with a bibliographic search concerning the matter itself and was based on desk research as well as on interviews. The latter were focused on recognised experts from National Defence and Mission-Structure for the Extension of the Continental Shelf, allowing us to better understand the challenges and opportunities that we face.
After rectifying United Nations Convention Law Of the Sea in 1997, Portugal started a new approach, materialized on the Oceans Strategy Commission 2004 Report, and on other initiatives, as those endeavoured by the Mission-Structure for the Extension of the Continental Shelf, in order to propose and justify the extension of the Continental Shelf beyond 200 nautical miles.
Oceans do offer an inexhaustible potential of new resources. Therefore, Portugal should not disregard this potential, and its territory and existing resources exiguity can be exceeded by the hugeness of the sea under jurisdiction, by the existence of several important natural resources on its Economic Exclusive Zone, and on its very likely extended Continental Shelf. These are sufficient arguments for Portugal to invest on a long-term vision development and sustainable use of the Ocean and its resources, undertaking a really effective management and exploitation of the huge maritime areas under its control.
As a result of this study it was possible to find out that seabed existing resources are very important, as important as the challenges that Portugal has to overcome.
