| dc.description.abstract | Espanha tem uma história comum com os países do norte de África, dessa proximidade surgem atritos e choques que chegaram até a ser guerras abertas no passado, mas também gera oportunidades de desenvolvimento económico, social, de infra-estruturas e de uma convivência mais estreita e melhor. Este trabalho pretende explorar a possibilidade de que os riscos e ameaças que Espanha sentiu no passado e que se materializam agora, de forma diferente, no presente possam ser manejados de maneira a converterem-se em oportunidades de negócio, em oportunidades de estreitar laços em matéria de segurança na luta contra ameaças comuns como o terrorismo islamista, o tráfico de drogas e a imigração irregular e em massa. Esta comunidade de interesses tem o potencial de gerar uma confiança mútua entre os governos de forma a poder criar, a médio prazo, o “colchão de interesses” que há tanto tempo se está procurando, chegando a uma situação que garanta a estabilidade e as boas relações regionais que permitam, além disso, um completo desenvolvimento económico e social a sul do Mediterrâneo. Os reptos são muitos mas a oportunidade de atingir o sucesso, ainda que difícil, não se deve perder novamente. Abstract: Spain has a common history with the North African countries, from that closeness emerge friction and impact, that have reached open warfare in the past, but also creates opportunities for economic, social, infrastructure development and a closer and better living. This paper aims to explore the possibility of risks and threats that Spain has felt in the past, now materialized in a different way, that can be managed in a way that they turn in business opportunities, opportunities for closer ties in security issues like the fight against common threats such as Islamist terrorism, drug trafficking and massive irregular migration. This community of interests has the potential to generate mutual trust among governments in ways that might create, in the medium term, "cushion of interests" that for so long was being sought, leading to a situation that ensures stability and good regional relationships that will promote, in addition, a complete economic and social development in the southern Mediterranean. There are a lot of challenges but the opportunity to succeed, although difficult, should not be lost again. | pt_PT |
