Este estudo aborda a reorganização do sistema financeiro das Forças Armadas de Cabo Verde, com especial incidência na implementação do Sistema Integrado de Gestão Orçamental e Financeira. O objetivo central é analisar o impacto da implementação do Sistema Integrado de Gestão Orçamental e Financeira no sistema financeiro das Forças Armadas de Cabo Verde, especificamente nas suas práticas de gestão financeira e orçamental.
O estudo utiliza uma metodologia qualitativa, recorrendo ao software NVivo para efetuar a análise de conteúdo. As entrevistas e a análise de conteúdo são utilizadas para recolher as perspetivas dos principais responsáveis pela administração financeira. Foram realizadas sete entrevistas aos oficiais que desempenharam e desempenham funções no setor financeiro nas Forças Armadas de Cabo Verde, em particular os oficiais que participaram no processo de implementação do Sistema Integrado de Gestão Orçamental e Financeiro no ano de 2018 para ter uma noção melhor dos benefícios e desafios que depararam durante a implementação.
Este trabalho de investigação veio demonstrar que a implementação do Sistema Integrado de Gestão Orçamental e Financeira resultou num melhor desempenho financeiro, numa maior transparência, num maior controlo financeiro, num processamento de dados mais céleres, numa redução dos riscos e erros e em procedimentos padronizados. Os benefícios acima mencionados aumentaram significativamente a legitimidade das Forças Armadas de Cabo Verde, posicionando-as como a instituição pública mais respeitável e credível a nível nacional. Além disso, a presente investigação veio enfatizar os principais obstáculos enfrentados durante a reorganização, incluindo a oposição à mudança, a necessidade de formação contínua e a comunicação eficiente com as partes interessadas.
This study deals with the reorganization of the financial system of the Cape Verde Armed Forces, with a special focus on the implementation of the Integrated Budget and Financial Management System. The main objective is to analyze the impact of the implementation of the Integrated Budget and Financial Management System on the financial system of the Cape Verde Armed Forces, specifically on their financial and budgetary management practices. The study uses a qualitative methodology, using NVivo software to carry out the content analysis. Interviews and content analysis are used to gather the perspectives of those primarily responsible for financial administration. Seven interviews were conducted with officers who have performed and continue to perform duties in the financial sector of the Cape Verde Armed Forces, in particular the officers who participated in the process of implementing the Integrated Budget and Financial Management System in 2018, in order to get a better idea of the benefits and challenges they encountered during implementation. This research work has shown that the implementation of the Integrated Budget and Financial Management System has resulted in improved financial performance, greater transparency, greater financial control, faster data processing, reduced risks and errors and standardized procedures. The aforementioned benefits have significantly increased the legitimacy of the Cape Verde Armed Forces, positioning them as the most respectable and credible public institution at national level. In addition, this research has highlighted the main obstacles faced during the reorganization, including opposition to change, the need for continuous training and efficient communication with stakeholders.
