Abstract(s)
A segurança é, em Portugal, assumida como uma tarefa fundamental do Estado nas
suas vertentes pública e armada. Neste contexto, as instituições responsáveis por ela
enquadram-se na administração direta do Estado. O presente trabalho trata do processo de
desenvolvimento efetivo do modelo de segurança interna vigente, como política de
segurança pública e como reforma setorial da Administração em relação ao sistema policial
e entidades constituintes. Fez-se uma revisão da literatura existente no domínio da análise
de políticas públicas em Portugal identificando os fatores que suportaram a revisão
legislativa, de modo a perceber que alternativas foram identificadas, quais as alternativas
escolhidas e respetivos fatores que fundamentaram a decisão política. Na Polícia de
Segurança Pública ocorreram mudanças, sendo então formuladas propostas de reforma.
Traduzindo as recomendações em planeamento interno para regularizar os fluxos internos,
reduzindo o número de unidades com maior autonomia e menor complexidade; eliminando
escalões hierárquicos nos processos organizacionais; estabelecendo documentos de
governação e prestação de contas; maior proximidade com os cidadãos através de
programas especiais de policiamento e canalizando para a atividade central recursos
anteriormente afetos a atividades facilmente assumidas pelo método de outsourcing,
priorizando o aspeto primordial e policial da organização.
Security is, in Portugal, assumed as a fundamental task of the State in its public and armed aspects. In this context, the institutions responsible for it fall under the direct administration of the State. The present work deals with the process of effective development of the current internal security model, as a public security policy and as a sectoral reform of the Administration regarding the police system and its constituent entities. A review of the existing literature in the field of public policy analysis in Portugal was carried out, identifying the factors that supported the legislative revision, in order to understand which alternatives were identified, which alternatives were chosen and the respective factors that supported the political decision. In the Public Security Police, changes occurred and reform proposals were then formulated. It translated the recommendations into internal planning to regularize the internal flows, reducing the number of units with more autonomy and less complexity; eliminating hierarchical levels in the organizational processes; establishing governance and accountability documents; greater proximity with citizens through special policing programs and by channelling to the central activity resources previously allocated to activities easily assumed by the outsourcing method, prioritizing the primary and police aspect of the organization.
