Abstract(s)
Nos últimos dez anos, a Organização Atlântica tem dedicado especial atenção à sua Comunicação Estratégica. Por um lado, impulsionada pelas lições aprendidas em operações e por outro, considerando a imperativa necessidade de adaptação às mudanças no cenário geopolítico, particularmente na Europa. Neste âmbito da comunicação, importa destacar a crescente importância das Relações Públicas Militares, que terá conduzido inclusivamente Portugal a assumir a responsabilidade de desenvolver esta capacidade conjunta.
Perante esta conjuntura de compromisso e utilidade, a investigação procura contribuir para a edificação da capacidade conjunta de Relações Públicas Militares, no âmbito das Forças Armadas portuguesas, apontando prioridades a considerar, especialmente no que concerne ao vetor “Organização”.
Seguindo um raciocínio indutivo e uma estratégia de investigação qualitativa, desenvolveu-se um estudo de caso, com recurso a técnicas de análise documental e entrevistas semiestruturadas a um conjunto de especialistas, com o objetivo de identificar oportunidades e vulnerabilidades durante o respetivo processo de edificação.
Conclui-se pela importância da atualização e robustecimento das Relações Públicas Militares para cumprir os compromissos de defesa e segurança da NATO, especialmente em termos de investimento em capacidades que apoiam diretamente as operações militares e a comunicação estratégica, devendo ser uma prioridade para as Forças Armadas portuguesas.
Over the past decade, the Atlantic Organization has paid special attention to its Strategic Communication. On the one hand, driven by lessons learned from operations, and on the other, considering the imperative need to adapt to changes in the geopolitical landscape, particularly in Europe. Within this communication scope, it is important to highlight the growing importance of Military Public Affairs, which has even led Portugal to assume responsibility for developing this capability. Given this context of commitment and utility, the research seeks to contribute to the building of a joint Military Public Affairs capability within the Portuguese Armed Forces, pointing out priorities to consider, especially regarding the "Organization" vector. Following an inductive reasoning and a qualitative research strategy, a case study was developed, using techniques of document analysis and semi-structured interviews with a group of experts, aimed at identifying opportunities and vulnerabilities during the respective building process. It is concluded that updating and strengthening Military Public Affairs is important to fulfill NATO's defense and security commitments, especially in terms of investing in capabilities that directly support military operations and strategic communication, which should be a priority for the Portuguese Armed Forces.
