A presente investigação identifica as ameaças emergentes provenientes do Sahel
Ocidental – Mali, Burkina Faso e Níger –, resultantes da crescente instabilidade política,
social e securitária que se vive nestes três países, e afere a possibilidade de algumas
conseguirem progredir em direção ao litoral/ou através do domínio marítimo da costa
atlântica do Norte de África. Esta constatação é fator de crescente e inequívoca preocupação
por parte da North Atlantic Treaty Organisation (NATO).
O trabalho de investigação, partindo de uma abordagem qualitativa e assente em
análise documental e em entrevistas semiestruturadas, identifica as ameaças passiveis de se
fazerem sentir na área marítima em torno das ilhas Selvagens e propõe oito linhas de ação
que visam o combate e mitigação dessas mesmas ameaças. As linhas de ação, orientadas
para a capacitação das ilhas Selvagens na vertente da vigilância e alerta precoce, reafirmam
estas ilhas como um ativo geoestratégico de relevância crescente e, em paralelo, como um
contributo de Portugal para o processo de implementação do Plano de Ação para o Flanco
Sul da NATO.
Este processo, constitui-se como uma oportunidade ímpar para afirmar Portugal como
um ator relevante e dinâmico no domínio da segurança marítima internacional.
This research identifies emerging threats originated in the Western Sahel - Mali, Burkina Faso, and Niger - stemming from the growing political, social, and security instability that affect these three countries. It also assesses the possibility that some of these threats may advance toward the coast and/or through the maritime domain of North Africa’s Atlantic seaboard. This observation is a factor of a growing and unequivocal concern for the North Atlantic Treaty Organization (NATO). The research, adopting a qualitative approach based on document analysis and semi structured interviews, identifies potential threats that may manifest in the maritime area surrounding the Selvagens Islands. It proposes eight lines of action aimed to combat and mitigate these threats. These measures, focused on enhancing the Selvagens Islands’ capabilities in surveillance and early warning, reaffirm the islands as a geostrategic asset of increasing relevance. Simultaneously, they represent a contribution from Portugal to the implementation process of NATO’s Southern Neighbourhood Action Plan. This process stands as a unique opportunity to assert Portugal as a relevant and a dynamic actor in the field of the international maritime security.
