À medida que a transição para uma economia digital e de baixo carbono ganha dinâmica, urge a necessidade de investir na melhoria de infraestruturas, apresentando-se a deslocalização de infraestruturas militares (IM) como uma oportunidade para aperfeiçoar procedimentos e processos, investir num modelo mais sustentável e promotor da conciliação entre as esferas profissional-pessoal-familiar, e otimizar recursos para obter ganhos de eficiência operacional e reforçar o nível de prontidão e resiliência das Forças Armadas.
Este estudo foca-se na otimização dos processos de deslocalização de IM com impactos positivos na missão, pauta-se por um raciocínio indutivo, uma estratégia de investigação qualitativa com reforço quantitativo e o estudo de caso como desenho de pesquisa, e assenta na análise de conteúdo das entrevistas semiestruturadas a 22 experts, nacionais e internacionais.
Quanto aos resultados, foram elencadas seis medidas destinadas a otimizar processos de deslocalização de IM com impacto positivo na missão, em concreto, a adoção de um modelo de gestão de infraestruturas comum na Defesa, a criação das figuras do Senior Responsible Owner, Programme Manager e Project Managers, o planeamento de atividades até ao Handover-Takeover, a promoção de boas práticas de construção, o estabelecimento de objetivos e a implementação de estratégias de gestão da mudança.
As the transition to a digital and low carbon economy gains momentum, there is an urgent need to invest in infrastructure improvements, in which the relocation of military infrastructure presents itself as an opportunity to perfect procedures and processes, to invest in a more sustainable model that promotes the conciliation between professional-personal-family spheres and to optimize resources to obtain operational efficiency gains and reinforce the resilience and readiness level of the Armed Forces. This study focuses on optimizing the military infrastructure relocation processes with positive impact on the mission, it is based on inductive reasoning, a qualitative investigation strategy, quantitatively reinforced and the case study as a research design, and it is based on content analysis of semi-structured interviews with 22 national and international experts. As for the results, six measures were identified which optimize the military infrastructure relocation processes with a positive impact on the mission, specifically, the adoption of a common infrastructure management model across the entire National Defense, the implementation of Senior Responsible Owner, Program Manager and Project Managers roles, the planning of activities until Handover-Takeover, the promotion of good construction practices and the establishment of objectives as well as the implementation of change management strategies.
