Incide o trabalho no desenvolvimento de um Plano de Manutenção Preventiva nas
componentes de construção, instalações técnicas prediais e equipamentos em edifício
da esfera patrimonial do Estado. Para a prossecução do objetivo principal propõe-se
abordar a especificidade da contratualização de serviços de manutenção ao abrigo
dos Código dos Contratos Públicos. Neste quadro importa distinguir a necessidade de
contratualização de serviços, para a realização de tarefas anteriormente executadas
por funcionários com conhecimentos técnicos para o efeito no edificado afeto às
instituições públicas, introduzindo os conceitos de Facility Management e de Gestão e
Manutenção de Ativos. Efetua-se a análise do normativo e terminologia da
manutenção, sem esquecer a obrigatoriedade legal da manutenção de equipamentos
e sistemas técnicos em edifícios, realçando-se a importância das telas finais e
manuais técnicos dos equipamentos, necessário à elaboração dos respetivos Planos
de Manutenção.
É aplicado um Plano de Manutenção ao edifício de estudo, tendo em conta os seus
aspetos funcionais, os fatores de degradação, bem como fatores externos que alteram
as condições de funcionamento, pelo que importa identificar os elementos objeto de
manutenção na componente estrutural e não estrutural, Instalações técnicas prediais e
equipamentos e definir a periodicidade de inspeção, manutenção e monitorização, a
registar em formulário próprio, designadas por fichas, como parte integrante do Plano
de Manutenção.
Por fim, apresenta-se os indicadores de desempenho, que agrega a informação
recolhida e que permite analisar e avaliar, no processo de melhoria contínua, o
desempenho da organização.
This report focuses on the development of a Preventive Maintenance Plan in the construction components, technical installations and equipment in buildings of the State's patrimonial sphere. To pursue the main objective, it is proposed to address the specificity of the contracting of maintenance services under the Public Procurement Code. In this context, it is important to distinguish the need to contract services, for the performance of tasks previously performed by employees with technical knowledge for this purpose in the building allocated to public institutions, introducing the concepts of Facility Management and Asset Management and Maintenance. The analysis of the maintenance regulations and terminology is carried out, considering the legal obligation to maintain equipment and technical systems in buildings, emphasizing the importance of the final screens and technical manuals of the equipment, necessary for the preparation of the respective Maintenance Plans. A Maintenance Plan is applied to the study building, taking into account its functional aspects, degradation factors, as well as external factors that alter the operating conditions, so it is important to identify the elements subject to maintenance in the structural and non-structural component, building technical installations and equipment and define the periodicity of inspection, maintenance and monitoring, to be recorded in a specific form, called sheets, as an integral part of the Maintenance Plan. Finally, the performance indicators are presented, which aggregate the information collected and allow the analysis and evaluation, in the process of continuous improvement, of the organization's performance.
