O recurso à arma de fogo na Polícia Nacional de Cabo Verde: quadro legal e plano de formação

dc.description.abstractA segurança de um estado revela-se como uma das condições primordiais para o bem-estar da comunidade. Neste âmbito, as Forças de Segurança surgem como atores principais para a prossecução de um leque de medidas preventivas e, em segundo plano, de medidas repressivas no referencial securitário. No quadro repressivo, o recurso à arma de fogo em ação policial consubstancia-se na medida extrema de coerção. Deste modo, no que concerne ao emprego do poder coativo, as Forças de Segurança devem adotar respostas e modelos ajustados à atualidade.Centrando-nos no panorama operacional da Polícia Nacional de Cabo Verde (PNCV), entendemos a pertinência que a matéria do recurso à arma de fogo acarreta para os agentes policiais e para a sociedade em geral. Assim, pretendemos debruçar o nosso estudo sobre o recurso à arma de fogo no setor securitário cabo-verdiano. Para tal, o objetivo geral desta investigação centra-se, por um lado, na necessidade de a PNCV socorrer-se de um quadro legislativo e teórico rico e, por outro lado, a importância de modernizar os modelos de formação, de modo a aumentar a sua capacidade no âmbito das intervenções policiais. Numa perspetiva futura, salientamos a importância que deverá ser atribuída ao treino, bem como a necessidade de padronização da atuação policial na PNCV, nomeadamente na criação e implementação de normas de execução. Com base numa metodologia de natureza qualitativa, recorremos à realização de entrevistas semiestruturadas aos Oficiais e Subchefes da PNCV, tendo em vista a conhecer os aspetos referentes à realidade operacional e à componente formativa policial.pt_PT
dc.description.abstractThe security of a state reveals itself as one of the primary conditions for the well being of the community. In this context, the Security Forces emerge as the main actors in the pursuit of a range of preventive measures and, secondarily, of repressive measures in the security context. In the repressive framework, the use of firearms in police action is an extreme measure of coercion. Thus, when it comes to the use of coercive power, the Security Forces must adopt responses and models adjusted to the present time.Focusing on the operational panorama of the Cape Verde National Police (PNCV), we understand the relevance that the use of firearms has for police officers and society in general. Thus, we intend to focus our study on the use of firearms in the Cape Verdean security sector. To this end, the general objective of this research focuses, on the one hand, on the need for the PNCV to rely on a rich legislative and theoretical framework, and, on the other hand, on the importance of modernizing training models in order to increase its capacity in the scope of police interventions. In a future perspective, we highlight the importance that should be attributed to training, as well as the need to standardize police action in the PNCV, namely in the creation and implementation of enforcement rules. Based on a qualitative methodology, we resorted to semi-structured interviews with officers and deputy chiefs of the PNCV, in order to understand aspects related to the operational reality and the police training component.pt_PT
