Abstract(s)
O presente trabalho científico cinge-se ao tema “O Sistema Integrado de Vigilância,
Comando e Controlo e a vigilância de zona costeira”, sendo este um sistema de vigilância recentemente adquirido e do qual existe pouca informação.
Neste contexto, surge a necessidade de perceber qual o contributo do mencionado
sistema para a vigilância costeira face às ameaças por via marítima.
Pretende-se analisar a importância da vigilância costeira nos Estados que
constituem a União Europeia, bem como as capacidades do sistema de vigilância em estudo e a importância do seu Centro de Comando e Controlo Operacional na coordenação dos meios à disposição da Unidade de Controlo Costeiro.
Quanto à metodologia científica aplicada, recorreu-se à análise de documentos relativos ao referido tema: legislação interna, relatórios, documentos oficiais da União Europeia, normas internas da Guarda Nacional Republicana (GNR) e documentos oficiais retirados da internet. Por outro lado, para a investigação de campo realizaram-se entrevistas com vista à obtenção de informações relevantes.
Com este trabalho conclui-se que a vigilância costeira é fundamental para a deteção de ameaças, devendo ser uma obrigação dos Estados.
Neste sentido, a aquisição deste novo sistema permite economizar meios humanos e
materiais, bem como diminuir o número de militares com a missão de vigiar a zona costeira. Isto permite que sejam direcionados para outro tipo de missões essenciais para garantir a segurança interna de toda a União Europeia.
Abstract This scientific work focuses on the subject “The Integrated Surveillance System, çCommand, Control and the Supervision of the Coastal Area”, as this is a Surveillance System recently acquired, from which there’s not much information. In this context, it has become necessary to understand the contribution of the mentioned System for the coastal surveillance against sea threats. It’s intended to scrutinize the importance of coastal surveillance in the European Union States, and the capabilities of the Surveillance System under study, as well as the importance of the Operational Command and Control Center in the coordination of the resources available for the Coastal Control Unit. As for the scientific methodology applied, it was analyzed the documentation related to the subject: internal legislation, reports, certified documents of the European Union, Guarda Nacinonal Republicana’s (GNR) internal rules and official documents obtained from the internet. On the other hand, for the filed investigation, interviews were made in order to achieve relevant information. With this work, it can be concluded that the coastal surveillance is essential for the detection of threats and should be a requirement of the States. Consequently, the acquirement of this new system allows human and material resources, as well as decreasing the number of militaries on a mission to supervise the coastal area. This allows these resources to be directed to other crucial missions to guarantee internal security in the whole European Union.
