| dc.description.abstract | A Rede de Transporte de Comunicações Militares é um dos pilares essenciais da estrutura de Comando e Controlo das Forças Armadas, sendo imprescindível para a sua prontidão operacional. Até à década de 80, cada ramo das Forças Armadas procedeu à construção da sua própria rede de transporte de comunicações. Nessa mesma década, o EMGFA (Estado Maior General das Forças Armadas) realizou um estudo em que identificava vantagens na adopção de uma rede única para as Forças Armadas, de modo a eliminar a redundância e a ineficiência que se verificava na utilização dos meios. Apesar de, no plano teórico, se ter dado passos significativos com a produção de alguns documentos essenciais para a orientação de todo o processo de aquisição de equipamentos, identificam-se faltas na produção de documentação que regule a sustentação da rede. Por outro lado, a construção da rede das Forças Armadas privilegiou a adaptação das estruturas existentes, sem que se tenha efectuado uma verdadeira reestruturação. Recentemente, uma nova rede de transporte de Comunicações foi construída para responder às necessidades do Ministério da Economia Transportes e Comunicações. Num contexto de restrições orçamentais da Administração Pública, procurou esta investigação identificar em que medida é viável partilhar as infra-estruturas de transporte de comunicações dos diferentes Ministérios, de modo a assegurar um serviço eficaz e mais eficiente. Assim, concluiu-se que será viável, nos troços comuns, adoptar a partilha de infraestruturas de comunicações que na sequência apresentada – Anexo A – inclui a estrutura base em que são instalados os módulos rádio. Nos troços cujo desenvolvimento não é geograficamente coincidente deverá adoptar-se uma solução de complementaridade, em que o transporte do tráfego prioritário de uma Instituição será assegurado pela rede da outra Instituição e vice- versa. Abstract: The Military Radio Relay Communications Network is one of the essential pillars in the Command and Control Armed Forces structure, being essential for its operational readiness. Until the 80s, each branch of Armed Forces had its own network. In that same decade, Armed Forces Headquarters conducted a study that identified advantages in the adoption of a single network for the Armed Forces, in order to eliminate redundancies and inefficiencies that existed in the use of the resources. Although, in theory, many significant steps in the production of some key documents to guide the entire process of purchasing equipment were taken, faults have been identified in the production of documents regulating the support of the network. Moreover, the construction of the Armed Forces network was focused on adaptation of existing structures, without an effective rebuild. Recently, a new Radio Relay Communications Network was built to meet the needs of the Ministry of Transport. In a context of government budgetary constraints, this research sought to identify if it is possible to expand the sharing of the communications transport infrastructure of the various ministries to ensure the efficacy and efficiency of the service. Thus, it was found to be viable in common paths to adopt the sharing of communications infrastructure that are presented in Appendix A, including the base system in which the radio modules are installed. Sections, in which development is not spatially coincident, a solution of complementarity should be selected. By this way, the priority traffic of an institution will be carried by another institution’s network and vice versa. | pt_PT |
