Abstract(s)
O presente trabalho encontra-se subordinado ao tema: “As implicações da
reorganização territorial da Guarda Nacional Republicana no processo de recolha e tratamento de informações”.
As informações, actualmente, têm uma importância cada vez maior para o
desempenho e desenvolvimento de qualquer instituição ou organização. As Forças e Serviços de Segurança não são excepção, pois necessitam de informações para planear e desenvolver as respectivas actividades e preparar melhor o futuro.
Tendo em conta o tema atribuído, pretendeu-se com a elaboração deste trabalho investigar e saber, face à reorganização territorial que a Guarda atravessa no presente, quais serão as vantagens/desvantagens para os processos de recolha e tratamento de informações policiais das Unidades Territoriais .
Para a concretização deste trabalho de investigaçã o aplicada utilizou-se, como
principais instrumentos ou técnicas de investigação, a pesquisa documental e a entrevista.
Na pesquisa documental, procurou-se adquirir os conhecimentos principais relacionados com a reorganização territorial da GNR; vários conceitos das matérias de informações e outros relacionados com a Instituição objecto de estudo do trabalho.
Resultaram como principais conclusões: a reorganização territorial na Guarda não vai
causar alterações nos processos de recolha de informação; a difusão de informação policial não ficará mais rápida; deixará de existir análise de informação criminal a um nível regional para apoiar os investigadores assim como para auxiliar no apoio à decisão ; e não haverá coordenação do tratamento de informação ao nível regional.
No final do trabalho, puderam ser desenvolvidas as seguintes sugestões principais: criar Comandos Territoriais “Directores” ou “Coordenadores” com órgãos que assumam as
responsabilidades e funções semelhantes às SOI e NAIC das Brigadas Territoriais;aumentar o empenhamento de esforços para acelerar a implementação do SIIOP por todo o
dispositivo; e unir as duas estruturas ou canais de informações criminais e policiais.
Abstract The present work is subordinated to the subject: "The implications of the territorial reorganization of the Guarda Nacional Republicana in the process of gathering and treatment of informations ”. The informations, at present, are every time bigger for the performance and development of any institution or organization. The Forces and Services of Security are not an exception, since they need informations to plan and to develop the respective activities and to prepare better the future. I take into account the attributed subject, one intended with the preparation of this work to investigate and knowledge, face to the territoria l reorganization that the GNR crosses in the present, what the advantages / disadvantages will be for the processe s of gathering and treatment of law-enforcement information of the Territorial Unities. For the realization of this work of applied investigation it was used, like pri ncipal instruments or techniques of investigation , the documentary search and the interview. In the documentary search, there tried to acquire the principal knowledges connected with the territorial reorganization of the GNR; several concepts of the matter s of informations and intelligence and others connected with the Institution object of study of the work. They resulted these principal conclusions: the territorial reorganization in the GNR is not going to cause alterations in the processes of gathering of information; the diffusion of law-enforcement information will not be quicker; there will be no more analysis of information at a regional level to support the investigators as well as to help in the support to the decision; and there will not be co-ordination of the treatment of information at the regional level. In the end of the work, the next principal suggestions could be developed: to create Territorial "Directing" or "Co-ordinating" Commands with organs that assume the responsibilities and similar functions to the SOI and NAIC of the Territorial Brigades; to increase the work to accelerate the implementation of the SIIOP for the whole device; and to join two structures or channels of criminal and law-enforcement informations.
