| dc.description.abstract | O presente trabalho tem como objetivo analisar o levantamento de uma Bateria HIMAD no Grupo de Artilharia Antiaérea. Devido à constante evolução da ameaça aérea, a Defesa Aérea constitui uma capacidade tática de relevo nos atuais Teatros de Operações. Essa capacidade é materializada pelos diversos sistemas que integra, entre eles os sistemas High and Medium Air Defence que possibilitam a deteção e o empenhamento sobre alvos aéreos a média e grande altitude. Encontra-se previsto nos mais recentes Quadros Orgânicos a constituição de uma Bateria composta por estes sistemas – a Bateria HIMAD do Grupo de Artilharia Antiaérea. Torna-se, assim, necessário verificar qual o equipamento adequado e a estrutura orgânica da Bateria, que capacidades poderão ser acrescentadas à Artilharia Antiaérea Portuguesa e a que nível poderia participar em Operações de Resposta a Crises. Para a elaboração deste trabalho foi realizada análise documental e entrevistas a Oficiais do Exército e da Força Aérea, a fim de recolhermos informação acerca da temática em estudo. Após essa recolha comparámos e analisámos os resultados através da metodologia adotada, de forma a solucionar a problemática levantada. Discutimos os resultados tendo em conta as missões da Artilharia Antiaérea Portuguesa, nomeadamente de Proteção de Pontos e Áreas Sensíveis e Proteção da Força, a integração de sistemas de média e grande altitude nas forças e programas de âmbito internacional, assim como na participação em Operações de Resposta a Crises, a identificação do sistema High and Medium Air Defence mais adequado para adquirir, e por fim, a perspetiva da estrutura orgânica da Bateria. Desta análise concluiu-se que o levantamento de uma Bateria HIMAD asseguraria capacidade de resposta contra todo o espetro de ameaça aérea e Defesa Aérea às médias e grandes altitudes, aumentando assim a área de proteção fornecida. Da mesma forma complementaria os sistemas de Artilharia Antiaérea existentes e obteria sinergias com os restantes meios de Defesa Aérea. No que envolve os compromissos internacionais, estes meios poderiam ser integrados nos diversos programas antimíssil existentes, da mesma forma que poderiam ser projetados no âmbito de Operações de Resposta a Crises. Para tal, teriam de cumprir os requisitos estabelecidos e deveria existir uma ameaça que justificasse esse emprego. No que respeita à escolha do material, verificou-se que o sistema Phased Array Tracking to Intercept on Target Advanced Capability-Three se apresenta como o mais vantajoso a adquirir para a constituição da Bateria HIMAD. Quanto à sua estrutura orgânica, perspetivamos uma Bateria com cerca de cento e trinta militares, cuja orgânica compreende cinco pelotões e ainda uma seção de ligação. Concluiu-se assim que o levantamento de uma Bateria HIMAD acrescentaria novas capacidades na Defesa de Pontos e Áreas Sensíveis e possibilitaria maior capacidade de sobrevivência no âmbito Proteção da Força. Já a sua participação em Operações de Resposta a Crises seria possível se fossem cumpridos os requisitos estipulados, com a integração numa força multinacional, e se a ameaça aérea fosse perpetuada por meios míssil justificando o emprego de sistemas HIMAD. | por |
| dc.description.abstract | Abstract The purpose of this study is to analyze the formation of an HIMAD Battery in the Antiaircraft Artillery Group. Due to the constant evolution of the air threat, the Air Defence consists in a relevant tactical capability in the current Theatres of Operations. This capability is materialized by the several systems that integrates it, including the High and Medium Air Defense systems that enable the detection and engagement of air targets in medium and high altitudes. It is referred in the most recent Organic Frameworks the constitution of a Battery composed by these systems – the HIMAD Battery of the Antillery Air Defense Battalion. Therefore it becomes necessary to verify what is the proper equipment and the Battery organizational structure, capabilities that can be added to the Portuguese Air Defense Artillery and in what level could participate in Crises Response Operations. For the elaboration of this work it was carried a document analysis and interviews to Officers of the Army and the Air Force, in order to collect information about the topic under study. After this collection we compared and analyzed the results through the adopted methodology in order to solve the problems raised. We discussed the results taking into account the missions of the Portuguese Antiaircraft Artillery, particularly in the Protection of Sensitive Points and Areas and in the Protection of the Force, the integration of medium and high altitude systems in the forces and programs of international range, as well as in the participation in Crises Response Operations, the identification of the most appropriate High and Medium Air Defense system to acquire, and finally, the perspective of the organic structure of the Battery. From this analysis it was concluded that the creation of an HIMAD Battery would ensure responsiveness against the entire spectrum of air threat and Air Defense for medium and high altitude, thus increasing the area of protection provided. Likewise it would complement the existing Air Defense Artillery’s systems and obtain synergies with the remaining means of Air Defence. Concerning the international agreements, these means could be integrated into various existing antimissile programs in the same way that they could be designed as part of Crises Response Operations. To do so, they would have to fulfil the established requirements and there should be a threat to justify their employment. In what regards the choice of the material, it was found that the Phased Array Tracking to Intercept on Target Advanced Capability-Three presents itself as the most advantageous system to acquire for the constitution of the HIMAD Battery. Regarding its organic structure, we perspective one Battery with about one hundred and thirty soldiers, which organic comprises five platoons and a link section. It is therefore concluded that the establishment of an HIMAD Battery would add new capabilities in the Defense of Sensitive Points and Areas and would allow greater capability of survivability within the Force Protection. Its participation in Crises Response Operations would be possible if they fulfilled the stipulated requirements, with the integration in a multinational force, and if the air threat is perpetuated by missile means justifying the use of HIMAD systems. | por |
