A guerra na Ucrânia entrou no quarto ano de ininterrupta e intensa beligerância. Este
conflito, resultante da massiva invasão russa de território ucraniano, em fevereiro de 2022,
voltou a colocar o leste da Europa no centro da instabilidade geopolítica do continente
europeu e expôs, ao mundo, a fragilidade das principais instituições internacionais, na
prevenção e resolução de conflitos pela via diplomática.
Este trabalho de investigação procura apreciar, neste contexto, a forma como a guerra
na Ucrânia influencia a reconfiguração da arquitetura de segurança europeia, através da
adoção de estratégias de raciocínio indutivo e investigação qualitativa.
A análise efetuada incidiu sobre a contextualização histórica e análise dos pontos de
fricção conducentes ao atual estado de beligerância russo-ucraniano, na posição dos
principais atores geopolíticos internacionais face à guerra na Ucrânia e numa análise
prospetiva de potenciais desfechos para o conflito, focada nas implicações para a
reconfiguração da arquitetura de segurança europeia.
Concluiu-se que a reconfiguração da arquitetura de segurança europeia dependerá de
uma abordagem integrada, que combine a força coletiva da NATO, a autonomia estratégica
da UE, a sua modernização no domínio da Defesa, e o reforço da confiança institucional nas
organizações com influência na esfera europeísta, nomeadamente ONU e OSCE.
The war in Ukraine has entered its fourth year of uninterrupted and intense hostilities. This conflict, resulting from the massive Russian invasion of Ukrainian territory in February 2022, has once again placed Eastern Europe at the epicentre of geopolitical instability within the European continent and exposed the fragility of major international institutions in preventing and resolving conflicts through diplomatic means. In this context, this research seeks to assess how the war in Ukraine influences the reconfiguration of the European security architecture, employing an inductive reasoning approach and a qualitative research strategy. The analysis focused on the historical context and examination of the friction points leading to the current state of Russian-Ukrainian belligerence, the positions of key international geopolitical actors concerning the war in Ukraine, and a prospective analysis of potential outcomes for the conflict, concentrating on the implications for the reconfiguration of the European security architecture. The conclusion reached is that the reconfiguration of the European security architecture will depend on an integrated approach, combining NATO's collective strength, the EU's strategic autonomy and its modernization in the defence domain, alongside the reinforcement of institutional trust in organizations with influence in the European sphere, namely the UN and OSCE.
