| dc.description.abstract | Como relevado no Conceito Estratégico de Defesa Nacional e objetivado na Estratégia de Investigação e Desenvolvimento de Defesa, promover a investigação, o desenvolvimento e a inovação é essencial para fomentar um nível tecnológico elevado, que contribua para sustentar, reforçar e desenvolver as capacidades de Defesa e desenvolver a Base Tecnológica e Industrial de Defesa. No contexto atual, estes desideratos só podem ser conseguidos através da uma atuação sinérgica entre as Forças Armadas, a Base Tecnológica e Industrial de Defesa (BTID) e o Sistema Científico e Tecnológico Nacional (SCTN). Assim, foi analisada, segundo uma perspetiva sistémica, a forma como estas três partes estão a fazer investigação e desenvolvimento de Defesa, através de pesquisa documental, inquéritos por questionário (BTID e SCTN) e entrevistas. Os resultados obtidos evidenciam que é fraca a interação entre as Forças Armadas e as outras duas partes, por falta de alinhamento entre os objetivos singulares, que conduz a um subaproveitamento do potencial de investigação e desenvolvimento existente no Sistema Científico e Tecnológico Nacional e a um direcionamento da Base Tecnológica e Industrial de Defesa para o mercado internacional de aplicação civil, assim redundando num contributo limitado para as capacidades de Defesa. Abstract: As pointed out in the Portuguese National Defence Strategic Concept and embodied in the Defence Research and Development Strategy, to help forward the research, development and innovation is of the utmost importance to foster a high technological level, which could contribute to sustain, reinforce and develop the Defence capabilities and stimulate the growth of the Defence Technological and Industrial Base. In the current context, these goals can only be fulfilled through a synergic interaction between the Portuguese Armed Forces, the Defence Technological and Industrial Base (DTIB), and the National Scientific and Technological System (NSTS). Therefore, it was analysed, through a systemic perspective, how these three parties are doing research and development in the Defence realm, by the means of documentary evidence, surveys (DTIB and NSTS) and interviews. The obtained results show a weak interaction between the Armed Forces and the other two parties, due to a lack of alignment between each one’s goals, which leads to an underutilization of the research and development potential of the National Scientific and Technological System and to an orientation of the Defence Technological and Industrial Base towards the international civilian applications market, thus allowing only a limited contribute to the Defence capabilities. | pt_PT |
