Abstract(s)
Este trabalho de investigação recolhe opiniões sobre se a preparação da Escola Prática de Infantaria para participar em missões de proteção civil é a mais adequada.
O objetivo final deste trabalho é abordar um tema que, não é frequentemente estudado mas que em virtude da atual conjuntura se torna pertinente e cada vez mais necessário. O trabalho possui uma parte teórica e uma parte prática. Na primeira, o objetivo é analisar o quadro legal e concetual e verificar a existência de legislação e normas que enquadrem este tipo de missões. Na segunda parte, o objetivo é recolher informações e dados que permitam chegar às conclusões e responder à problemática lançada no início do estudo. O trabalho de campo tem como objetivo, também, contribuir com experiências e opiniões para o aumento da eficiência da Escola Prática de Infantaria neste tipo de missões.
A metodologia empregue no trabalho é baseada, na sua maioria, no Manual de Investigação em Ciências Sociais, cujos autores são Raymond Quivy e Luc Van Campenhoudt. No entanto, são referidos outros autores na área da metodologia, como Gil, Carmo e Ferreira, Sarmento e Coutinho.
O trabalho permite verificar que existem melhorias que os entrevistados entendem que deverão ser feitas. Deve existir uma maior aposta na formação e treino, uma maior preocupação e sensibilização dos altos escalões para a área da proteção civil e uma maior atenção aos meios de proteção que os militares utilizam para cumprir as suas missões.
A conclusão a que se chega é que a Escola Prática de Infantaria encontra-se preparada para responder às solicitações da estrutura da proteção civil, no entanto existem lacunas no que respeita à formação e treino e à falta de equipamento para esta tipologia de missões.
A investigação permite igualmente dizer, de acordo com as opiniões dos entrevistados, que deverá existir um incremento de meios, mais estudos nesta área e maior articulação entre as entidades estudadas.
Abstract This research explains if the preparation of the Infantry Training School for missions of Civil Protection is the most appropriate. The final goal of this research is to approach a subject that is not frequently studied but due to the current situation it becomes increasingly relevant and necessary. This work has a practical and theoretical part. In the theoretical part, the goal is to analyze the legal and conceptual board and verify the existence of legislation and standards that frame that type of mission. In the practical part, the goal is to collect information and data to reach conclusions and to respond to the problems thrown at baseline. The fieldwork aims also to contribute with experiences and opinions to increase the efficiency of the I nfantry Training School on missions like this. The methodology used in this work is mostly based in the manual of investigation in social science, whose authors are Raymond Quivy and Luc Van Campenhoudt. However, other authors are referred in the methodology area, as Gil, Carmo and Ferreira, Sarmento and Coutinho. The work allows verifying that there are improvements to be made. There should be a greater investment in education and training, a greater concern and awareness of the highest levels for this area of civil protection and a greater attention to the means of protection that the military use to fulfill their missions. The conclusion reached is that the Infantry Training School is prepared to respond to requests from the structure of Civil Protection. However gaps exist with regards to education, training and lack of equipment for this type of missions. The investigation also allows saying that there should be an increase of resources, more studies in this area and greater coordination between the agencies studied.
