Abstract(s)
O presente trabalho de investigação insere-se no contexto da área de estudo de Estratégia e tem como objetivo geral determinar o modelo como a Política Comum de Segurança e Defesa pode contribuir para a contenção das ameaças híbridas que hoje circulam nas regiões limítrofes da União Europeia.
Seguindo um método de raciocínio dedutivo, a investigação apoiou-se numa estratégia iminentemente qualitativa, orientando o estudo em torno da caracterização e identificação das ameaças híbridas e a forma como a nova Estratégia Global para a Política Externa e de Segurança da União Europeia as retrata. Para tal, desenvolveu-se o tema com base na consulta de diversa documentação legal, fontes bibliográficas de reconhecida credibilidade e em entrevistas efetuadas. O desenho de pesquisa do tipo estudo de caso consolidou a investigação que teve por base o conflito híbrido que opõe a Ucrânia à Rússia.
Genericamente, concluímos que as prioridades estratégicas da Política Comum de Segurança e Defesa não respondem de uma forma totalmente eficaz às ameaças híbridas dos nossos dias, sendo necessário que os Estados membros implementem algumas medidas adicionais que contribuirão para o reforço da resiliência dos Estados europeus. Abstract: This working paper research is a collective effort within the Strategy Field Studies whose main objective is to determine how the Common Security and Defense Policy can concur to restraint the hybrid threats that surrounds the peripheral regions of the European Union.
Following the method of deductive reasoning, the investigation supported itself on a qualitative strategy, which is focused on characterizing the hybrid threats and how the new European Union Global Strategy on Foreign and Security Policy portrays it.
To this end, the subject was developed on the base of consulting several legal documents and readings of undisputable credibility and some interviews. A study case is the overall drawing of the research which gave credibility to the investigation based on the Ukrainian and Russian hybrid conflict.
In a general context, we came to the conclusion that nowadays the strategic priorities of the Common Security and Defense Policy do not respond effectively to the hybrid threats the European Union is facing. That means that European Member States have to implement additional measures in order to increase and reinforce their own resilience.
