Abstract(s)

Com a evolução do ambiente operacional, fruto da presença constante e activa das diversas organizações (internacionais, governamentais, não governamentais), que também apelam pela atenção dos Órgãos de Comunicação Social para as suas causas, o comandante militar, actualmente, vê-se rodeado de diversos actores, além da população e das autoridades civis e locais, que normalmente encontrava na sua Área de Operações. Desta forma, era inevitável não estabelecer contacto com eles, daí que viu-se na necessidade de criar, manter e desenvolver essa ligação, para que conseguisse transformar esta possível ameaça numa oportunidade com vista a facilitar o cumprimento da sua missão. Esta relação com a população e as autoridades civis e locais já era tida em conta na altura da guerra do Ultramar, em que as Forças Armadas já detinham um certo conhecimento desta área, (que apelidaram de Assuntos Civis), chegando a elaborar doutrina da mesma. Com a adesão de Portugal nas várias Organizações (ONU, OTAN, EU), as Forças Armadas enviaram Forças Nacionais Destacadas para diversos Teatros de Operações, para respeitar os compromissos internacionais assumidos. Nestas missões, a relação que estabeleceram com a população e os diversos actores e entidades locais, já tinha como referência a doutrina OTAN, mais especificamente, a doutrina da Cooperação Civil-Militar (CIMIC). Neste trabalho, propusemo-nos a analisar a evolução da doutrina até chegar ao conceito de CIMIC. Desta forma, seguimos a metodologia da investigação científica, apoiados numa pesquisa bibliográfica e documental sobre o tema proposto, que complementámos com a realização de entrevistas e assistência de palestras e conferências, por forma a conseguir responder ao problema em análise, consubstanciado na questão central “Qual é o possível contributo do conceito militar nacional sobre Assuntos Civis para a doutrina portuguesa de CIMIC?” Ao longo deste trabalho, apercebemo-nos que a doutrina de Assuntos Civis ainda pode contribuir para incrementar a capacidade CIMIC nacional, quer na área da Doutrina, na área da Formação e Treino e na área das Forças, com especial atenção para a Companhia Geral CIMIC, em virtude dos anos de experiência e conhecimento adquirido nesta área. No final, serão apresentadas, algumas recomendações com vista a contribuir para a melhoria do desempenho e rentabilização desta capacidade. Abstract: With the evolution of the operational environment, caused by the constant and active presence of the diverse organizations (international, governmental, not governmental), that also appeal for the attention of the Social Agencies of Communication for their causes, the military commander, currently, sees itself encircled of diverse actores, beyond the population and civil and local authorities, that normally found in his Area of Operations. Therefore, it was inevitable not to establish contact with them, and the commander saw the necessity to create, to keep and to develop this link, so that obtained to transform this possible threat into a chance with sight to facilitate the fulfillment of his mission. This relation with the civil and local population and authorities already was had in account in the war of Overseas, where the Armed Forces already withheld a certain knowledge of this area, (that they had nicknamed Civil Affairs), arriving to elaborate doctrine of the same one. With the adhesion of Portugal in some Organizations (UN, NATO, EU), the Armed Forces had sent National Forces for diverse Theaters of Operations, to respect the assumed international commitments. In these missions, the relation that had established with the population and the diverse actores and local entities, already had as reference NATO doctrine, more specifically, the doctrine of the Civilian-Military Cooperation (CIMIC). In this work, we considered to analyze the evolution of the doctrine until the arriving of the CIMIC concept. We follow the methodology of the scientific inquiry, supported in a bibliographical and documentary research on the considered subject, that we complemented with the accomplishment of interviews and assistance of lectures and conferences, to obtain the answer to the problem in analysis, in the central question “Which is possible contribute of the national military concept on Civil Affairs for the CIMIC Portuguese doctrine”. Throughout this work, we understand that the doctrine of Civil Subjects still can contribute to develop national capacity CIMIC, in the area of the Doctrine, the area of the Formation and Trainings and in the area of the Forces, with special attention for the CIMIC Support Unit, in virtue of the years of experience and knowledge acquired in this area. In the end, they will be presented, some recommendations with sight to contribute for the improvement of the performance of this capacity.
