| dc.description.abstract | A circulação de documentação no Gabinete do Chefe do Estado-Maior da Força Aérea (GABCEMFA), encarada na perspectiva de auxiliar o processo de tomada de decisão, decorre de uma forma que, no entendimento do autor deste trabalho, não é a mais correcta, dado que grande parte dela se processa (especificamente a que tem por finalidade ser remetida a organismos exteriores à Força Aérea), não para facilitar/auxiliar a tomada de decisão por parte do General Chefe do Estado-Maior da Força Aérea (CEMFA) ou do seu Chefe de Gabinete, mas sim para se verificar, por um lado, se a mesma está em conformidade com as normas de escrituração de documentação militar, por outro, se está devidamente endereçada e, ainda, por mais um conjunto de razões que deveriam estar afastadas da esfera de preocupações deste Gabinete, como sejam a correcção ortográfica e outros aspectos de forma que, se não constituíssem “tarefa” do GABCEMFA, permitiriam uma maior eficiência de desempenho a este órgão da estrutura superior da Força Aérea, que conforme a legislação em vigor1, “…constitui o órgão de apoio directo e pessoal do Chefe do Estado-Maior da Força Aérea (CEMFA)”. 2 No que respeita aos documentos que são endereçados à Força Aérea, supostamente todos “dão entrada” pelo Gabinete e, relativamente a estes, não será tão fácil a alteração desta metodologia, pois é natural e correcto que qualquer entidade que pretenda estabelecer contacto com a Força Aérea o faça através do GABCEMFA. O autor deste trabalho, Capitão, Técnico de Pessoal e Apoio Administrativo (TPAA), chefiou a Secretaria do GABCEMFA durante cerca de quatro anos até Setembro de 2009, que lhe possibilitou reunir a experiência de trabalho e o conhecimento factual destas matérias que lhe permitiram ousar, através da realização deste trabalho, propor uma nova metodologia para a circulação de documentação no GABCEMFA (e por “arrastamento” a toda a Força Aérea) após efectuar uma, tão exaustiva quanto possível, investigação ao “como se faz” e ao “porque se faz”, o que poderá permitir inclusive, outras conclusões… Por fim, são efectuadas algumas recomendações de forma a tornar possível a implementação das conclusões do trabalho, caso assim seja entendido! Abstract: The flow of documentation in the Chief of the Air Staff Cabinet (GABCEMFA), viewed from the perspective of supporting the of decision making process, follows in a manner which, according to the author of this paper is not the right one, because much of it takes place (specifically the documentation addressed to external agencies of the Air Force) not to facilitate/assist the decision making process by the General Chief of the Air Staff (CEMFA) or his Chief of Cabinet, but to verify/check/certificate, first, if it complies with the standards of bookkeeping of military documents, or on the other hand, if it is properly addressed and get one more set of reasons that should be removed from the sphere concerns of this office Cabinet, such as spelling and other aspects that didn’t constitute “the task” of GABCEMFA. If this office didn’t have these tasks it will allow a more efficient performance of this ripper structure of the Air Force, which according to the legislation specifies that “the GABCEMFA is the direct and personal support department for the CEMFA. In what concerns the documentation that is addressed to the Air Force, supposedly all “incoming” by the Cabinet, and this methodology is not easy to change, because it is natural and right that any entity wishing to establish contact with the Air Force to do it through GABCEMFA. It presents some advantages, but perhaps here too it could modify the current methodology in order to optimize and expedite, not only the process but also and mainly the resolution of matters to which they concerns. The document output process is changed, the external entities will, overall, address the documentation they produce on that subject to whom contact them… The author of this work, Captain, Technical Personnel and Administrative Support (TPAA) headed the Department of GABCEMFA for about four years until September 2009 and before that he served, also for about four years, the Office of the Commander in Chief Personnel (CPESFA), these functions/placements enabled him to gather work experience and realistic knowledge of these matters and allowed him to done, through this work, to propose a new methodology for the circulation of documentation in GABCEMFA and, consequently in the Air Force, in general, after an hard research about “how to do” and “because it does”. This research may allow even further conclusions… The investigation is conduced over six chapters, based on the method of research in Social Sciences, proposed by Quivy and Campenhoudt. Finally, some recommendations and made in order to make possible the implementation of the conclusions of the work, if so understood. | pt_PT |
