Abstract(s)
Este trabalho de investigação procura analisar o contexto actual da Busca e
Salvamento - “Search and Rescue” (SAR), uma das principais missões que está cometida
à Força Aérea Portuguesa (FAP), e o seu enquadramento no âmbito do Protocolo Quadro –
Bases Gerais de Cooperação entre a Marinha, a Força Aérea e a Autoridade Nacional de
Protecção Civil em matéria de Busca e Salvamento, de 10 de Julho de 2007 (Anexo A).
Dentro da matéria abordada, é dada maior importância às missões de SAR, em
ambiente marítimo, com especial relevância para um cenário de missões “Mass Rescue
Operations”(MRO).
Para poder enquadrar os assuntos a abordar dividiu-se a apresentação em vários
capítulos, cada um deles fazendo uma aproximação a temas relacionados com a matéria, e
no final, após ser feita uma análise de entrevistas é apresentada uma conclusão, da
responsabilidade do autor, e onde este procura apontar possíveis alterações futuras, que
possam vir a contribuir para um melhor cumprimento por parte das Forças Armadas da sua
nobre missão de zelar pela “SEGURANÇA HUMANA”.
O trabalho tem um primeiro capítulo introdutório, onde é feito um breve
enquadramento do tema e são formuladas perguntas de partida e derivadas, no âmbito do
método científico em que este trabalho é realizado, que serão ou não validadas, permitindo
assim ao autor apresentar no último capítulo conclusões fundamentadas. Seguem-se três
outros capítulos onde mais pormenorizadamente o autor aborda a matéria dentro do
contexto nacional, internacional e também no que respeita às responsabilidades dos
organismos nacionais, militares e civis, responsáveis pela “Segurança Humana” em
Portugal. No quarto capítulo são analisadas entrevistas feitas pelo autor, e que servem de
base para sustentação das hipóteses, que validam ou não as perguntas de partida e
derivadas, entretanto formuladas na introdução deste trabalho. Finalmente são apresentadas
as conclusões retiradas deste trabalho de investigação e feitas também algumas
recomendações que poderão contribuir para uma melhor prestação de “SEGURANÇA
HUMANA” em Portugal.
A “Segurança Humana” é abordada neste trabalho principalmente no âmbito das
missões SAR em que a FAP, através do Rescue Coordination Center (RCC), é o Elemento
Primariamente Responsável (EPR), ou então aquele onde assume papel activo de busca e
salvamento requerido pelo Maritime Rescue Coordination Center (MRCC). Ao longo do trabalho é dada maior ênfase às MRO, em virtude dos riscos acrescidos, que o terrorismo
internacional e o “boom” turístico, por via aérea e marítima lhes vieram trazer. Abstract: This research analyses the current context of the "Search and Rescue” (SAR), one
of the major missions that are committed to the Portuguese Air Force (PRTAF), and its
contextualization under the “Framework Protocol - General Bases of Cooperation between
the Navy, the Air Force, and the National Authority of Civil Protection in Search and
Rescue matters, of 10 July 2007” (Annex A).
Within the area that is addressed, major importance to the SAR missions in
maritime environment is given, with particular relevance to a scenario of "Mass Rescue
Operations (MRO) missions.
In order to contextualize the issues to be addressed the presentation is broken into
several chapters, each making an approach to topics related to the matter. In the end, after
analyzing the interviews, a conclusion is presented, of the author’s responsibility, where
he tries to point out possible future changes that could contribute to a better compliance by
the Armed Forces of its noble mission of providing "HUMAN SECURITY."
This study starts with an introductory chapter, which is a brief contextualization of
the issue and where central and derived questions are raised under the scientific method by
which this research is done, which then undergoes a validation process, thus allowing the
author to make justified conclusions in the last chapter. Another three chapters follow,
where the author addresses the issue in more detail within the national and international
context, as well as with regard to the responsibilities of national, military and civilian
organisms, responsible for "Human Security" in Portugal. In the fourth chapter interviews
by the author are reviewed, which served as the basis for supporting the hypotheses and
are used to validate the central and derived questions posed in the introduction to this
work. Finally the conclusions drawn from this research work are presented and some
recommendations that could contribute to a better provision of "HUMAN SECURITY" in
Portugal are also made.
"Human Security" is addressed in this work mainly in the area of SAR missions in
which the PRTAF, through its Rescue Coordination Center (RCC), is the primarily
responsible element (EPR), or the element that assumes an active role in search and rescue
missions required by the Maritime Rescue Coordination Center (MRCC). Throughout the
research the MROs are given greater relevance because of the increased risk of accident
that the touristic "boom" brings, whether by air or by sea.
