A atualidade demonstra-nos que o mundo digital e a proliferação das tecnologias são um
desafio constante no que à adaptação e definição de estratégias/políticas das organizações
diz respeito, e ao qual a Polícia de Segurança Pública não deve ser indiferente. Neste âmbito,
o Big Data assume-se como um conceito nuclear para a inovação e sustentabilidade das
organizações, apresentando-se como um dos grandes desafios a adaptação dos seus modi
vivendi à massificação de dados que hoje são disponibilizados através das mais diversas
fontes. É nesta visão, alicerçada na capacidade adaptativa que as organizações têm de
empreender face à evolução da tecnologia, que brota o ensejo do presente estudo em abordar
o conceito Big Data associado à investigação criminal na Polícia de Segurança Pública.
Interessou-nos promover uma contextualização teórica dos conceitos associados ao Big
Data, como a inteligência artificial, e investigação criminal, perceber esta relação simbiótica
numa vertente internacional, europeia e nacional, centrando depois o foco na realidade da
Polícia de Segurança Pública. Conscientes da ambiguidade de posições existentes nas
discussões teóricas em torno destes conceitos, interessou-nos promover igualmente uma
reflexão sobre a relação destas tecnologias e o exercício de direitos fundamentais.
Nowadays, the digital world and the proliferation of technologies present themselves as a constant challenge, in terms of adapting and defining organizational strategies and policies, and to which the Public Security Police should not be indifferent. In this context, Big Data assumes itself as a core concept for the innovation and sustainability of organizations, presenting itself as one of the great challenges in adapting their modus vivendi to the massification of data, which are now available through the most diverse sources. It is in this vision based on the adaptive capacity, which organizations must undertake in the face of the evolution of technology, that the opportunity of the present study to address the Big Data concept, associated with criminal investigation in the Public Security Police, arises. Therefore, we sought to promote a theoretical contextualization of the concepts associated with Big Data, as artificial intelligence, and criminal investigation, which would allow a better understanding of this symbiotic relationship in an international, European and national perspective, focusing later on the reality of the Public Security Police. According to the ambiguity of existing positions in theoretical discussions around all these concepts, an attempt was made to carry out a critical reflection on the relationship between these technologies and the exercise of fundamental rights.
