Abstract(s)
A prevenção criminal constitui um dos pilares da atuação policial, distinto do trabalho
reativo e segundo o qual as forças de segurança privilegiam a adoção de medidas tendentes
a evitar a ocorrência de ilícitos criminais. As dinâmicas presentes ao longo de diversos
contextos sociais levam a que exista um correspondente progresso nas estratégias de
prossecução da segurança pública, notoriamente evidenciado pela evolução dos modelos de
policiamento, entre os quais o policiamento de proximidade se tem vindo a afirmar nas
estratégias de atuação adotadas pelas polícias ocidentais. Em Portugal, a Polícia de
Segurança Pública tem implementado o Modelo Integrado de Policiamento de Proximidade
(MIPP), através do qual as suas equipas, inseridas no âmbito de diversos projetos,
desempenham missões direcionadas para a promoção do sentimento de segurança e para a
redução dos índices criminais. Como forma de estudar o contributo do MIPP, o presente
estudo procurou perceber a operacionalização das suas missões em contextos circunscritos
a Zonas Urbanas Sensíveis (ZUS), bem como os seus proveitos para a atuação global da
Polícia de Segurança Pública nestes locais.
Em termos metodológicos, a investigação, assente em métodos qualitativos, recorreu
à observação participante e à realização de entrevistas, com vista a analisar o serviço
desempenhado pelas equipas de proximidade da Divisão Policial de Loures em ZUS, locais
que, pelas suas particularidades, reforçam a necessidade de uma atuação policial complexa
e de qualidade. Um dos objetivos atribuídos ao policiamento de proximidade passa pela
recolha de informações, pelo que se pretendeu perceber o alcance deste objetivo e o seu
contributo para a atuação de todas as valências que compõem uma polícia integral.
Constatou-se que o MIPP potencia a realização de contactos com a comunidade, atividades
e parcerias locais, o que motiva à transmissão de informações, por parte da população, com
interesse para a polícia. Consequentemente, as informações recolhidas revelam-se um
significativo contributo para a atuação global da Polícia de Segurança Pública, na medida
em que sustentam a articulação existente entre a prevenção criminal, a investigação criminal
e a ordem pública.
Criminal prevention is one of the pillars of police action, distinct from reactive work and according to which, security forces favor the adoption of measures aimed at preventing the occurrence of criminal offenses. The dynamics present throughout different social contexts lead to a corresponding progress in the strategies for the pursuit of public security, notoriously evidenced by the emergence of models of policing, including proximity policing, which has been affirmed in the strategies adopted by western police. In Portugal, Polícia de Segurança Pública has been implemented the Integrated Proximity Policing Model, through which its teams, inserted within various projects, perform missions aimed at promoting the sense of security and reducing crime rates. As a way of studying the contribution of the Integrated Proximity Policing Model, the current study aimed at understanding the operationalization of its missions in contexts limited to Sensitive Urban Areas, as well as its benefits for Polícia de Segurança Pública global performance in those places. About the methodology, the investigation, based on qualitative methods, resorted to participant observation and interviews, in order to analyze the service performed by the proximity teams of Loures Police Division in Sensitive Urban Areas, which due to their peculiarities, require the need for a complex and quality police action. One of the objectives of proximity policing is to collect information, so the intention was to understand the reach of this objective and its contribution to the performance of all the aspects that make up an integral police. It was found that the Integrated Proximity Policing Model enhances contacts with the community, the local activities and local partnerships, which motivates the sharing of information of interest to the police by the population. Consequently, the information collected is a significant contribution to the overall performance of Polícia de Segurança Pública, insofar as it supports the existing link between criminal prevention, criminal investigation and public order.
