A Polícia Municipal tem as suas competências confinadas aos limites de cada município. Esta condição potencia a existência de várias Polícias Municipais em concelhos pequenos, vizinhos e que isoladamente dispõem de poucos recursos. As possíveis soluções para a maximização dos recursos públicos poderão passar por uma organização intermunicipal, extensão dos regimes especiais das Polícias Municipais de Lisboa e Porto aos restantes municípios, reestruturação da formação e carreiras ou mesmo fusão com outros serviços de fiscalização municipal.
Pretende-se aferir o papel da Polícia Municipal na segurança interna do país e como este serviço municipal se articula com as Forças e Serviços de Segurança na manutenção da tranquilidade pública e na protecção das comunidades locais, efectuando-se o levantamento das limitações à actuação das Polícias Municipais e articulação com as Forças e Serviços de Segurança.
Na presente tese opta-se por uma abordagem de caso de estudo, uma vez que se pretende obter soluções para as questões propostas. Tomamos como correctos todos os dados requeridos e fornecidos pelas diferentes instituições (CMO - PM e RH, SNPM e entrevistas realizadas) e, a partir dai, obter um conjunto de possíveis soluções de natureza teórica e prática. Este caso de estudo é sobretudo instrumental, dado que a questão central é perceber qual o papel das Polícias Municipais na segurança interna do País.
O caso de estudo é a Polícia Municipal de Oeiras, onde se exerce a totalidade das competências atribuídas na legislação em vigor.
The Municipal Police has its jurisdiction confined to the limits of each municipality. This condition promotes the existence of several Municipal Polices in small surrounding municipalities and a few isolated ones who have sparse resources. Possible solutions for the maximization of public resources are an inter-municipal organization, extension of the special regime of Lisbon’s and Oporto’s Municipal Police to the other municipalities, restructuring training and careers or even merging with other municipal inspection services. The intended is to assess the role of Municipal Police in the internal security Portugal and how this municipal service cooperates with Homeland Security Services in maintaining public order and protecting local communities, by evaluating the restrictions on the activities of Municipal Police and its cooperation with the Homeland Security Services. The option is to approach a case study, since it seeks solutions to the proposed questions. We take as correct all data required and provided by the different institutions (OM - MP and HR, NUMP and interviews) and, from there, get a set of possible theoretical and practical solutions. This case study is mainly instrumental, as the central issue is to understand the role of the Municipal Police in Portugal’s Homeland Security. The case study is the Oeiras Municipal Police, where all powers conferred by the Portuguese legislation are applied.
