Abstract(s)
O presente artigo teve como objeto de estudo o papel da Polícia de Segurança
Pública (PSP) na implementação de um elevado nível de service em grandes eventos
desportivos.
O nosso foco foi dirigido para a descrição e compreensão do edifício jurídico
relevante para a segurança desses eventos, sobretudo na compreensão da importância da
dimensão service, enquanto conceito de hospitalidade, inclusão e convivialidade, e a sua
ligação à ética, aos direitos humanos e às componentes safety e security.
Confirmou-se que a PSP deve potenciar o desenvolvimento de estratégias de gestão
da multidão e de redução dos conflitos, apostar em formação em segurança de grandes
eventos desportivos e fomentar parcerias com as entidades associadas a esses eventos.
Concluiu-se que os direitos humanos integram o edificado nuclear das regras que
regulam a atividade da PSP e que todas as ações policiais devem ser guiadas por elevadas
exigências éticas.
O profissionalismo e a imagem que a PSP criar junto dos cidadãos, o modo como
garantir direitos, como interagir com as pessoas, como resolver dilemas éticos, impactará
no nível de service prestado, o que influenciará positiva ou negativamente as dimensões
safety e security, bem como o sucesso ou insucesso da organização do evento.
The object of study of this article was the role of the Public Security Police (PSP) in the implementation of a high level of service, in major sporting events. Our focus was directed to describing and comprehending the relevant legal structure to the security of those events, mainly when it comes to understanding the importance of the service dimension, as a concept of hospitality, inclusion and conviviality and its linkage to ethics, human rights, and to safety and security. It was confirmed that PSP should develop crowd control and conflict reduction strategies, strive for training on major sporting events security and foster partnerships with entities involved in those events. It was concluded that human rights do integrate the core of rules that regulate PSP’s activity and that all police actions shall be guided by high ethical requirements. The professionalism and image PSP is creating amongst citizens, the way how rights shall be guaranteed, how to interact with people, how to solve ethical dilemmas, will impact the level of service provided, and that will influence in a positive or negative way the safety and security dimensions, as well as the success or failure of the organization of the event.
