Abstract(s)
A segurança escolar deve constituir uma preocupação constante das entidades governamentais, mas acima de tudo da incidência da atividade operacional das polícias. A instituição Escola, por revestir importância primordial nas sociedades contemporâneas, deve ser liberta de ações que possam prejudicar o seu normal funcionamento, para dessa forma melhor se cumprir o preceito constitucional do direito ao ensino.
Para um melhor desenvolvimento da sua ação, as polícias devem procurar conhecer as dinâmicas escolares, usando estratégias de proximidade e visibilidade policial. Dessa forma conquista-se a confiança da comunidade escolar e melhor se intervém nesse âmbito. Daí a razão de ser do Programa Escola Segura.
O PES é um programa direcionado para a segurança escolar, com marcas de natureza social, que é já uma referência nacional. A estratégia de intervenção do PES nas escolas passa pela implementação do modelo de policiamento caracterizado pela proatividade, proximidade e visibilidade.
Apesar de ser um caso de sucesso, não poderá deixar de estar sujeito a uma avaliação (interna, mas sobretudo externa). Nesse sentido, efetuamos uma análise estatística das ocorrências em ambiente escolar, analisámos a atividade operacional do PES, a nível nacional, regional (Comandos da PSP) e ao nível local (Esquadras da Marinha Grande e Carnaxide). Fizemos ainda uma avaliação externa do PES, através da comunidade escolar, e construímos uma proposta de modelo de avaliação, que entendemos adequado às duas realidades em estudo. Realizamos ainda uma análise geral qualitativa ao PES, identificando pontos fortes e vulnerabilidades, apresentando propostas de melhoria.
School safety must be seen as a constant security concern of governmental entities, but above all, as a priority for the police's operational activity. The School institution, being of utmost importance in contemporary societies, must be free of any actions which may impact its normal operations, inasmuch as this allows the fulfillment of the constitutional-defined right to education. So as to achieve a better development of its actions, the security forces must strive to understand the school dynamics, through the use of police proximity and visibility strategies. In so doing, the trust of the school community is earned, with all the benefits that entails. And from this stems the Safe School Programme (SSP). The SSP is a program directed towards school safety, infused with a social axle, which has already constitutted itself as a national reference. The SSP's intervention strategy in schools is based on a policing agenda characterized by proactivity, proximity and visibility. Even thought it presents itself as a success case, the SSP can`t be above not only na internal, but açso na external evaluation. As such, we conducted a statistical analysis of the criminal occurrences in the school environment; we analysed SSP's operational activity at the national, regional (Public Security Police's [PSP] Commands) and local (Police Stations of Marinha Grande and Carnaxide) levels. We also conducted an external evaluation of the SSP, through the school community, having built a proposal for an evaluation model which we find adequate in regards to the two realities we were studying. We also conducted a general qualitative analysis of SSP, identifying both it's strengths ans shortcomings, presenting improvement proposals.
