Abstract(s)
A otimização dos recursos humanos e materiais é a grande prioridade do poder
político, no âmbito da modernização da Administração Pública, ao responsabilizar os
gestores públicos pela execução orçamental e ao maximizar a economia, eficiência e
eficácia, tendo como finalidade a melhoria da quantidade e qualidade do serviço prestado.
A Reforma da Administração Financeira do Estado estatuiu alterações de fundo, de
onde se destaca o Plano Oficial de Contabilidade Pública, a unidade de tesouraria e a
integração da informação.
Os serviços da Administração Pública devem primar por uma agregação de funções
e atividades comuns, a fim de evitar a duplicação de procedimentos administrativos.
Este trabalho de investigação individual tem como grande objetivo averiguar se o
contributo da centralização financeira das Subunidades do COFA, se enquadra nos
objetivos da modernização da Administração Pública, ao permitir uma otimização dos
recursos humanos e materiais, de acordo com os conceitos de economia, eficiência e
eficácia.
Para operacionalizar esta temática recorreu-se ao método de investigação em
Ciências Sociais de Raymond Quivy e Luc Van Campenhoudt, que assenta em três atos
(rutura, construção e a verificação).
As entrevistas, questionários e a consulta de literatura e legislação, no âmbito da
modernização da Administração Pública, na fase de rutura, permitiram construir um
modelo de análise, que assenta em hipóteses articuladas e que foram validadas na fase de
verificação.
Na análise da informação recolhida constatou-se que existem grandes benefícios na
agregação de funções comuns, desde que não ponha em causa a operacionalidade dos
serviços.
A materialização das recomendações apresentadas poderá trazer grandes benefícios
económicos e melhorar o nível de desempenho das Subunidades do COFA, contribuindo
assim, para a modernização da Administração Pública. Abstract: The human and material resources optimization is the greatest priority of the
political power, regarding the Public Administration’s modernization, by giving
responsibility to the public managers for their budget management and by maximizing the
economy, efficiency and efficacy, towards the improvement of the quantity and quality of
the services offered.
The Public Financial Administration‘s reorganization instituted deep changes, just
like the Public Accountancy Official Plan, the unity of treasury and the information’s
integration.
The Public Administration’s services must be biased by an aggregation of common
functions and activities, in order to avoid the duplication of administrative procedures.
This present individual investigation work has as its greatest objective to verify if COFA
subunits’ financial centralization is framed by the Public Administration’s modernization,
by allowing a human and material resources optimization, regarding the economy,
efficiency and efficacy concepts.
This theme was operationalized by using the method of investigation in Social
Sciences by Raymond Quivy and Luc Van Campenhoudt, which is based on three phases
(rupture, construction and verification).
The interviews, questionnaires and the bibliography and legislation inquiry,
regarding the Public Administration’s modernization, in the phase of rupture, allowed the
construction of an analysis model, which is based in articulated hypotheses that were
validated in the phase of verification.
After an analysis of the gathered information, we realized that there are great
benefices in the aggregation of common functions, provided that the services are never
jeopardized.
The materialization of the presented recommendations could bring great
economical advantages and the improvement of the COFA subunits’ performance,
contributing, therefore, towards the Public Administration’s modernization.
