Abstract(s)
O tema da privatização das prisões tem causado algum desconforto a nível
internacional. Os exemplos que nos chegam do Mundo mostram-nos que a
ideia do setor privado obter lucros com a reclusão é bastante contestada. Mas
de que outra forma poderão os Estados manter as prisões, com a sobrelotação,
se não recorrerem ao setor privado?
Em Portugal o universo privado há muito que opera no interior das nossas
prisões, sobretudo para fazer face às fragilidades financeiras, técnicas e
logísticas que o Estado apresenta. Mas privatizar totalmente é matéria mais
sensível. Neste projeto pretendemos debruçar-nos sobre a seguinte questão:
podemos privatizar o sistema prisional na sua totalidade?
Tomando o Estabelecimento Prisional de Santa Cruz do Bispo Feminino como
exemplo, único no país com uma gestão partilhada com o privado, iremos
analisar as vantagens e desvantagens da privatização. Colocámos a hipótese
de alargar o modelo a outros setores e até mesmo a outros estabelecimentos
prisionais, e analisámos, com base na opinião de informadores privilegiados,
até onde podemos privatizar.
The subject of privatization of prisons has caused some discomforts at international level. The examples that reach us from all over the world show us that the idea of having the private sector profit from the incarceration is quite contested. But how else could the public sector keep the prisons, with the overcrowding they have, if they don't consider the private? In Portugal, the private sector has long already operated within our prisons, to face, above all, the financial, technical and logistical weaknesses that our state presents. But privatizing totally is more sensitive matter. In this project we try to understand whether it would be possible to privatize the prison system. Taking the female Prison of Santa Cruz do Bispo as an example, unique in the country with a shared management with the private, we will analyzes the advantages and disadvantages of privatization. We put the hypothesis of extending the model to other sectors and even to other prisons, and we analyze, based on the opinion of privileged informers, as far as we can privatize
