O presente estudo pretende caracterizar e verificar as relações entre os
comportamentos de liderança e o clima organizacional de algumas subunidades da Guarda Nacional Republicana, na medida em que os Comandantes/líderes desempenham um papel importante na sua definição e estabilidade e, consequentemente, estes aspetos são um fator exponencial para o desempenho e satisfação organizacional.
Nesta investigação foi utilizado o método estatístico quantitativo e elaborado um inquérito com dois questionários para medir as competências de liderança e o clima organizacional. O inquérito foi aplicado a uma amostra de 160 militares de dois Destacamentos Territoriais, um Destacamento de Trânsito, um Destacamento de Intervenção e um Destacamento de Controlo Costeiro. Destes militares, 82 são Guardas, 54 Cabos, e 24 Sargentos.
Dos resultados verificou-se que existem diferenças nos comportamentos de
liderança das subunidades fundamentalmente nas dimensões “tomada de decisão e planeamento”, “coesão, trabalho de equipa e cooperação”, e “gestão de conflitos pela transparência”.
Relativamente ao clima organizacional nas subunidades da Guarda Nacional
Republicana, verifica-se que a dimensão “clarificação da função” é percecionada de forma significativamente diferente pelos subordinados. Tendo em conta que é um fenómeno construído pela soma das perceções individuais dos militares acerca do ambiente de trabalho, verifica-se que os comportamentos de liderança dos Comandantes geram diferentes climas, e todas as dimensões do clima organizacional influenciam a “eficácia” dos líderes, “satisfação” dos subordinados” e o “esforço extraordinário”.
A capacidade para envolver os subordinados e alinhar os seus interesses com os da
organização são exemplo de comportamentos que promovem positivamente o clima das subunidades.
Abstract The present study aims to characterize the leadership behaviors and the organizational climate of some of the Republican National Guard’s subunits and the relation between these leadership behaviors and the dimensions of the organizational climate, in what way the Commanders/Leaders have an important role in its definition and, consequently, these aspects are an exponential factor for the performance and organizational satisfaction. In this study we used a quantitative statistic method and an inquiry with two questionnaires to measure leadership skills and the organizational environment were made. The inquiry was applied to 160 soldiers from two Territorial Detachments, a Traffic Detachment, an Intervention Detachment and a Coast Guard Detachment. Of these soldiers, 82 are Guards, 54 are Corporals and 24 are Staff Sergeants. From the results we could verify that there are differences between leadership behaviors in the subunits, mainly in the “decision making and planning”, “cohesion, team work and cooperation” and “conflict management by transparency” dimensions. Relative to the organizational climate of the Republican National Guard’s subunits we verified that the “role clarification” dimension is the one that is perceived in a significantly wrong way by the subordinates. Once it is a phenomenon built by the sum of the individual perceptions of the soldiers about the work environment, we verified that the Commander’s leadership behaviors generate different environments, namely all dimensions of the organizational environment influence the leader’s “efficacy”, “subordinate’s satisfaction” and the “extraordinary effort”. The ability to involve subordinates and align their interests with those of the organization are examples of behaviors that positively promote the climate of the subunits.
