No contexto mais global da Administração Pública angolana, a reforma
administrativa do Poder Local impõe-se como um pilar fundamental para a melhoria da
gestão do território e da prestação de serviços aos cidadãos. Neste âmbito, as autarquias
locais são um veículo de descentralização de políticas, que visam o desenvolvimento
económico e social das populações, em que os municípios e as freguesias, no quadro do
respetivo estatuto constitucional, terão de adotar novas regras, consentâneas com um
novo tempo. Assim, o presente trabalho propõe analisar a implementação autárquica em
Angola, até ao momento. Para tal desenvolveu-se um trabalho de caráter qualitativo,
com incidência na pesquisa bibliográfica e documental. Conclui-se que o poder local é
indispensável para a melhoria da prestação de serviços de qualidade aos cidadãos e para
a sua participação na vida pública ao nível do município. Nessa complexidade de
atribuições, tarefas e dependências que o município, enquanto órgão da administração
local do Estado, assiste-se ao esforço estatal, para se fazer sentir a atuação das
autoridades administrativas locais, procurando aproximar as autoridades locais às
populações e melhorar a prestação de serviços.
In the more global context of Angolan Public Administration, the administrative reform of Local Government is a fundamental pillar for the improvement of territorial management and the provision of services to citizens. Within this scope, local authorities are a vehicle for the decentralisation of policies aimed at the economic and social development of the population, in which the municipalities and parishes, within the framework of their constitutional status, will have to adopt new rules, in line with a new era. Therefore, the present work proposes to analyse the municipal implementation in Angola, until now. To this end, qualitative work has been developed, with a focus on bibliographic and documentary research. It is concluded that local power is indispensable for the improvement of quality services to citizens and for their participation in public life at municipality level. In this complexity of attributions, tasks and dependencies, the municipality, as an organ of the local administration of the State, is assisted by the state effort, to make the action of the local administrative authorities felt, seeking to bring the local authorities closer to the population and to improve the provision of services.
