Abstract(s)
A tomada de decisão e o correspondente processo de decisão operacional, no contexto da Polícia, revela-se como absolutamente fundamental na mobilização e na coordenação dos meios adstritos à actividade operacional. As comunicações policiais constituem o meio mais expedito e eficaz de materializar esse processo.
O Comando Metropolitano de Lisboa da PSP passou a estar dotado de um novo e dinâmico Centro de Comando e Controlo (CCC), de carácter multidisciplinar e tecnologicamente avançado, o qual permitirá uma gestão optimizada dos recursos, humanos e materiais, quanto a toda a área metropolitana de Lisboa.
Com este novo paradigma e com recurso a modernas ferramentas de trabalho, o processo de decisão (e coordenação) operacional dos meios policiais tornar-se-á, naturalmente, mais rigoroso, eficiente e eficaz, em prol da segurança interna, da ordem pública e dos direitos dos cidadãos.
Quanto à já aludida tecnologia, destacamos a georreferenciação dos meios policiais, a interligação com diversificados meios audiovisuais (câmaras móveis, quando devidamente autorizadas) e o recurso a sistemas de videovigilância, já implementados na cidade de Lisboa (Bairro Alto) e outros a implementar.
Num contexto actual, não apenas Mundial mas em solo Europeu, em que a ameaça terrorista tem vindo a ganhar espaço, urge promover respostas, desde logo quanto à preparação das infra-estruturas policiais e dos recursos humanos a elas afectos, para que, em caso de necessidade, consigamos promover uma resposta capaz. Nesse âmbito mas não só, concluímos o presente Relatório com uma análise/proposta, proactiva e prática, de optimização estratégica do CCC.
Decision making and the corresponding operational decision process, in the Police context, reveals itself as absolutely essential in mobilizing and coordinating the resources assigned to operational activities. Police communications are the most expeditious and effective means to materialize this process. The Lisbon Metropolitan Command of Police has been equipped with a new and dynamic Command and Control Center (CCC), multidisciplinary and technologically advanced, which will allow optimal management of human and material resources, to the entire Lisbon metropolitan area. With this new paradigm and the use of modern working tools, the operational decision (and coordination) process of police means will become, of course, more rigorous, efficient and effective, in the interests of national security, public order and citizen’s rights. For the already alluded technology, we highlight the georeferencing of police means, interconnection with diverse audiovisual media (mobile cameras, when properly authorized) and the use of surveillance systems, already implemented in the city of Lisbon (Bairro Alto) and others to be implemented. In the current context, not only in the World but on European soil, in which the terrorist threat has been gaining space, responses urge immediately as the police infrastructures preparation and human resources attached to them, so that, in case is necessary, we can provide a capable response. In this context but not only, we conclude this report with a proactive and practical analysis/proposal, of CCC strategic optimization.
